State Senator Both houses of the state legislature have enough interim work to keep them busy far into the next budget session in February. The Assembly has 26 interim committees organized to debate the issues raised in 465 legislative matters that failed to be enacted into law during the 1961 session. The Senate has 15 committees, plus five joint committees, Young GOPers Seek Cut In Domestic Funds During the recent executive board meeting of the Orange County Young Republicans, members unanimously passed a resolution backing the Kennedy administration in its "get tough" policy; as "the threats of the Soviet Union are best handled from a position of strength, and whereas the continued presence of allied powers in Berlin is important to the peace and security of the legislature have enough interim work to keep them busy far into the next budget session in February. The Assembly has 26 interim committees organized to debate the issues raised in 465 legislative matters that failed to be enacted into law during the 1961 session. The Senate has 15 committees, plus five joint committees, to hash out the issues in 172 bills that were referred to interim study. Several other resolutions call for studies, too. In years past, many poor bills were shuffled off to interim study just to get rid of them. But today the interim committees must get author request before the committee actually takes up a bill. As a result, there were several hundred bills that just died during the 1961 session and will not be heard from again—even in interim. The assembly has by far the biggest job, mainly because the lower house is always putting in the most number of bills. One Assembly committee has 48 different matters to debate. The subject matter of all the committee hearings has and will run the full gamut of possibilities from Communism on down to textbooks. If that isn't enough, we've got a few commissions set up to make other studies. Just last week I was appointed to the blue ribbon commission to study the reapportionment of the state Senate. The political pulse of Orange County is beating with renewed vigor now that the election year of 1962 is in sight. But before the main event, there's the little matter of four new superior judges (plus a fifth next July) and two municipal court judges to be appointed by Democratic Governor Edmund G. "Pat" Brown. If a lower court judge moves up, then there will be other vacancies to fill. It's a political plum few men in public office get to chew on and Brown has several other College Offers New Course Fullerton Junior College Division of Business Education announces the offering of a new course for professional secretaries entitled "Professional Secretary Review" starting in September. The course will cover the material given in the Certified Professional Secretary qualifying examination. The main areas covered are professional adjustment, human relations, business law, business administration, secretarial accounting, secretarial skills, and secretarial procedures. The completion of the first and second semester of this review course should be an invaluable aid to the successful completion of the certified professional secretary examination according to Alva Straw, chairman of the business education division of Fullerton Junior college. Mrs. Lottie Doyle, a certified professional secretary and experienced teacher, will conduct the course on Tuesday evenings from 7 to 9:30 beginning Monday, Sept. 12, on the Fullerton Junior College campus. The course gives regular college credit. And there's a good deal of shuffling going on behind the scenes as members of the legal profession seek to get their favorite sons a bench behind the bar of justice, especially those who are registered Democrats. Brown will probably start filling those new judgeships after September 15 when most of the 1961 laws become effective. The next big discussion point is who will be the 1962 election candidates. Not only are there a number of partisan offices from Nixon-Brown on down, but there are also several non-partisan offices to be filled such as county supervisor. Orange County is going to be in the thick of it as its political position in the state becomes more important with each succeeding year. We'll have 1½ representatives in Congress, three in the State Assembly, one in the State Senate and if Sen. Tommy Kuchel of Anaheim is re-elected, we'll still have our own personal representative in the U.S. Senate. All Stars Named Peggy Hawkins and Harvey Boelts have been selected Orange County 4-H All-Stars for 1961, the highest honor in the county awards program. The 4-H Awards Committee based their selection on the leadership achievement, project growth and over-all development of these youngsters through the 4-H program. Formal recognition will be given to Peggy and Harvey at County Achievement Night, Sept. 16 at Fremont Junior High School, 608 W. Center. Anaheim. The two new All-Stars will represent Orange County at the California All-Star Conference at Berkeley in April 1962. Welcome-Set Sophomore President Terry Frederick and Student President Allan Comp will headline 2 Santa Ana College student programs for new students on Friday, Sept. 8, at 10 a.m. in Phillips Hall. Adoption Agency Places First Child A missionary couple—forced to leave their post in the troubled Congo last year—are the first Orange County residents to adopt a baby through the Evangelical Welfare Agency's adoption service according to announcement this week by the EWA office in East Whittier. E W A's first placement in Orange County took on these dramatic qualities: The new adoptive parents had just left for a midwest linguistics school moments before the agency phoned to report a baby had been selected suitable for placement with theme. A freeway pursuit by relatives overtook the couple who willingly postponed the language study for several weeks in order to receive the baby into their family. Following school they will return to their Orange County home until the adoption is legally finalized. They eventually plan to return to foreign misisonary service. On June 5 the Evangelical Welfare Agency was licensed by the state of California to extend its services to Orange County adoptive applicants. Since its initial licensing on June 5, 1959, the EWA was permitted to place children only in Los Angeles County homes. Ninety-three babies have been placed to date. Parent organization for the EWA is the Southwest Region, National Association of Evangelicals, which on a national basis represents a service constituency of some 10 million conservative protestants. Walter L. Penner, Th. D., serves in the dual capacity of regional director of NAE and executive director of EWA. Adrin Sylling, MSW, is the casework director. The EWA's offices are at 15842 East Russell St., Whittier, Calif. Briefing Orange County students entering the University of California at Berkeley this fall enthusiastically responded to a planned orientation program held Friday evening in the home of Dr. and Mrs. L. Kenneth Heuler of Anaheim. Dr. Gerald Marsh, associate dean of the College of Letters and Science, briefed the students on the academic life of the university stressing the importance of establishing good study habits. Merchandise sold in quantities as advertised LINCOLN AND WESTERN College Fills Many Classes More than 80 of the 400 classes at Santa Ana college have been closed out by an unprecedented early registration in August, it was disclosed today by Dean of Admissions George Herron. There will be other classes available but late-comers will have a more difficult time piecing together a schedule of required subjects. Herron pointed out, urging new students to start registration before the pre-period closes on Friday, Sept. 1. Two days of final registration will be conducted Wednesday and Thursday, Sept. 6-7, from 8 a.m. to noon, 1 to 4 p.m. and 6:30 to 9 p.m., with classes beginning Monday, Sept. 11. City Man Back From Eastern Trip Anaheim resident Victor C. West, assistant manager of the field office service department of Occidental Life Insurance Company of California, has just returned from a three-weeks trip throughout the eastern and mid-western states where he conferred with company representatives in major metropolitan areas.
