Workshop To Open at Orange State Registration and opening session of the Programmed Learning Workshop will take place July 10 at Orange County State College. The course will deal with programmed learning as it relates to automated teaching systems, attention being given both to educational and industrial needs, according to Dr. Bernard L. Hyink, dean of summer session. Class meetings will be held in room 701, Monday through Friday from 9 a.m. to 12, July 10-21. Afternoon laboratories will be arranged. SOUTHERN CALIFORNIA 3,825 Countians on Government Payrolls "Orange county has 3,825 people on the federal civilian employment rolls—one out of each 202 people in the county," according to S. J. Arnold, General Manager of California Taxpayers' Association, who today received from Senator Harry Byrd of Virginia a report on Federal Civilian Employment made by the Joint Committee on Reduction of Nonessential Federal Expenditures. The count was made December 31, 1960, and covers legislative, judicial and executive branches. "State-wide there are 239,464 federal civilian employees—one out of each 67 persons of the State's population. With 2,372,580 people on the federal civilian employment rolls in the fifty states, territories, and located in foreign countries. California has a greater number so employed than in any of these other localities," Arnold said. "Included in the California total are 139,710 in the Defense Department serving the Army, Navy and Air Force; 50,900 in the Post Office Department; 15,132 in the Veterans' Administration; 6,111 in the Department of Agriculture; 3,528 in the Federal Aviation Agency; and smaller groups varying from one to nearly 2,000 in other branches." Russ Film Scheduled By Film Guild The Chapman College Green Films Guild will present a showing of a new Russian film "The Idiot," on tonight at p.m. in the Orange Theater. Filmed in DeLuxe color, the production was directed by Ivan Pyriev, who also adapted Dostoevski's novel for the screen version. Rather than attempting to include the entire novel in the screenplay, Pyriev instead concentrated on a careful transcription of the first part of the book, with a later film planned to complete the project. The rococo world of nineteenth century Russia, in which the story is set, is captured in the grandly mannered style of acting and lavish color used in the film, being distributed as part of the U.S. Department of State's cultural exchange agreement with the Soviet Union. Vets Advised on Disability Pay Veterans with "rated" disabilities of 50 percent or more were cautioned today by Veterans Service Officer Ben Liebermann not to let their official family records get out of date. For these veterans, an increase in number of dependents means an increase in compensation payment. Under the terms of Public Law 86-490, passed by Congress a little more than a year ago, additional compensation on account of dependents is payable from the effective date of the 50 percent or higher rating. "provided the basic proof of dependents is received in the Veterans Administration within 60 days from the date of notification of such rating action." Another law (PL 86-499) authorizes additional compensation for more than three children. If the veteran's 50 percent or more disability rating is due to "peacetime" service, the additional compensation rates are 80 percent of the amount payable for wartime service-connected disability. In any case, it is a good idea for such disabled veterans to contact the local Veterans Service Office for help in reviewing their compensation entitlement. The service officer also pointed out, in the same connection, that the veterans who enter VA hospitals for treatment of service-connected disabilities do no have their rate of compensation raised to 00 percent automatically. Utt (R-28th Dist.), Anaheim Union High School District has been awarded $72,973 for school operating funds pursuant to Public Law 874. Schools which are heavily burdened by the impact of Federal installations in their area are eligible for financial assistance under this Public Law. The amount certified for payment is determined from the tentative entitlement for the fiscal year computed on the basis of information and estimates contained in the application. The total entitlement for the school district for fiscal year 1961 has been set at $97,298.
