It would seem now that the County Grand Jury is going far and wide looking for an excuse to probe any hint of "scandal" in other agencies. Most noticeable is the Grand Jury's vote to investigate the $163,000 contract bid on closed-circuit television system in Anaheim City School District made several years ago. The jury's action followed its recent hearing of the Westminster case which in no way is connected to the Anaheim bid. Dimes Chairman — Arthur R. The jury's action followed its recent hearing of the Westminster case which in no way is connected to the Anaheim bid. But it does appear the jury was looking for another excuse to conduct a probe. Its action seems to be stimulated by the fear that there was some kind of collusion in the Anaheim case just because it reportedly is going on in other Orange County cities. Nothing could be a poorer reason for voting an investigation of a two-year-old action which was accurately reported in most Orange County newspapers at the time. It is obvious if there had been anything wrong with the contract award, the District Attorney's office or an earlier Grand Jury would have conducted an investigation. The main point at issue was contained in a letter from Samuel Freedman of 1714 Chalet Ave., Anaheim, to the jury, William Nelson, foreman of the jury, said the letter stated a member of the school board, David Snow, was an employee of the firm which was awarded the contract bid. Freedman's letter noted that Snow, (Continued on Page 5-A) Dimes Chairman — Arthur R. McKenzie will direct the 1962 March of Dimes for his eighth successive year, it was announced by John A. Robber's Bank Try Thwarted A bandit, who held three women as hostages, is in jail today on suspicions of robbery after an unsuccessful attempt to rob the California Bank at Claudina and Center Sts. early Wednesday morning. Booked at Anaheim Police Station was Donald William Pletcher, 1152 Wakefield, Anaheim. The suspect was apprehended minutes after the robbery attempt when at least 15 police officers surrounded the bank when the alarm was turned in. Police said that the bandit was admitted to the bank's escrow department a little after 9 a.m. They explained there is a special entrance onto a (Continued on Page 3-A) Teenagers Can Sign Spring house cleaning for AI Terrence's giant warehouse! Civic Leaders Hear Downtown Mall Plan Preliminary plans for transformation of a block of the downtown area into a shopping center type mall are under discussion today. Plans for the project were viewed by an architect and civic leaders earlier this week. Anaheim architect Dan Roland presented the plans for the development of the block bounded by Lemon St. on west, Los Angeles St. on east, Center St. on south and Chartres St. on north. Roland estimates cost of the project at $175,000. It would call for using interior of the block, utilizing existing city parking areas. With cooperation of property owners, he explained, the area could be developed into an attractive mall. The plan would require the cooperation of property owners in developing their buildings to standard of master-plan. "Something like this must be done or in a few years you'll be able to fire a rifle in the downtown area and not hit anyone," he declared. Residents Get Warning for July 4 Holiday "Due to extreme drought conditions, Orange County faces one of its most potentially fire dangerous July 4 weekends in history." Chief Forest Ranger J. A. Scherman warned city residents today: "With the shortest rainfall recorded since 1899, the forest, brush and grassland areas of the county are under dry. The slightest spark could easily touch off a disastrous fire, especially during the dry, hot (Continued on Page 2-A) Businesses to Close on July 4 City hall, banks and other city businesses will close for the holiday July 4.
