ANAHEIM COMMENT (Continued from Page 1-A) to get a little better picture of the subject involved, but in the end is up to councilmen to decide on recommendation of some of their top administration aides. We pay our top municipal administrators a "pretty penny." We have a city administrator, several aides in that department, finance director, planning director, and recreation director and any other type of director needed to run a city department. But we continue to go outside and pay the high cost of independent survey. Now this may be good business for private enterprise—the smaller kind which does not have its own experts available. But in the city's case it is difficult to understand why a survey now and then cannot be crammed into the schedule of department heads. Yet councilmen in the past few years seem inclined to discount the opinions of their own employes. Such is the case for an $18,-500 survey recently approved by councilmen to determine the need of a proposed multi-purpose auditorium or convention hall for the city. In this case the city is only going to spend $10,500 with the difference made up by the Anaheim Chamber of Commerce and Visitors and Convention Bureau here. No one is disputing there may be a need for a convention facility here. It is obvious, too, that Anaheim in the past may have lost many a convention because such a facility was not available to potential visitors. But to go out and spend $18,-500 for a convention hall survey, when much of this information could be picked out of existing surveys and available material, seems slightly expensive. "It is not a problem which can be resolved in the last analysis by any private association.
