I am becoming increasingly disturbed over what appears to be an erosion of moral values in the Command Headquarters of the New Frontier. The Presidency and the whole Royal Family, as well as the White House, have been put on the commercial auction block to the highest bidder. The bids are not in cash, as that commodity has long been supplied by America’s leading whiskey baron. The medium of exchange in this auction is the amount of massive favorable publicity which the bidder can offer. The first successful bidder was a Republican-dominated corporation, Bell and Howell, whose president is Charles Percy. Now Bell and Howell is about the second largest manufacturer and distributor of camera equipment in the world. On the night of March 28, the President, together with members of his Cabinet, appeared on a one-hour program entitled “Adventures on the New Frontier,” interspersed with Bell and Howell commercials. Letters to the Editor: The current controversy over the John Birch Society reached a stage beyond being everywhere people are joining on the bandwagon to scream and make fun of very young organization. Here is an organization an admitted membership or more than 100,000, but to hear anguished opponent cry, would think it was C Army. Any day now, we can expect to wake up to Robert Welch in the W House and all of us under John Birch Army. No matter what the ultimate aim of the John Birchers be, it is most apparent they have managed to step onto toes of a number of very people that want to turn country over to Russia. If we have so many people in this country that are so concerned with the threat of freedom, how come they do not shown the same public disgination toward communities? The communists have written books and articles over 50 years telling the world that democracy must be destroyed. In just 43 years, they have managed to capture two billion people of the world and are strong enough to keep the rest of the free people this world under constrain threat as to their very survival. These are facts, not futur plans that may be put to every waking day of our life—the communist threat is best commodity has long been supplied by America’s leading whiskey baron. The really amazing thing is that a public clamor has not been raised against this. During the past eight years, President Eisenhower and Vice President Nixon were extremely careful that their names and their offices should not be used in any way that would constitute commercial endorsement or support. One of the outstanding exponents of moral values of our time was Vice President John Nance Garner. While he was Vice President during the first term of Franklin D. Roosevelt, Mr. Garner was offered a large sum of money to permit his name to be used as author of an article in a national magazine. Mr. Garner’s very cogent reply was, “The name of John Nance Garner is not worth $25,000 and the office of the Vice President is not for sale.” That was 25 years ago, so you see what I mean by erosion. It has been announced that a leading motion picture producer in Hollywood has been given permission to film the PT Boat episode in the life of John Fitzgerald Kennedy, as skipper of the ill-fated boat. I do not disparage the heroism of John F. Kennedy in that incident, but I do question the propriety of the use of this personal episode for the commercial gain of the producing company. If this episode was not worth filming in the past, it must be concluded, and logically so, that the only reason for its now being commercially valuable is that the hero of the referred-to incident is now the President of the United States of America, and the President is permitting this company to make millions of dollars in exchange, not for cash gain, but to glorify the President, who, as President of the greatest nation in the world, should need no glorification. If this is the pattern of the New Frontier, you can expect to find little Caroline Kennedy endorsing Kelogg’s Corn Flakes and little John F. Kennedy growing roly-poly on Pablum. State Senator The spice and intrigue of politics could easily follow the newspaperman’s line of thinking in developing a story this week, namely: who, what, how, when and where. What with reapportionment due to gallop through any time Of the 824 ships calling at the Port of Long Beach during the period of November 1960-March 1961, 330 were under the American flag, according to Charles L. Vickers, general manager. Japan led all foreign flag vessels with 140. Norway had 107, followed by Germany with 51. In all, ships from 21 different countries called at the Port of Long Beach. I am a member of the society dedicated to the destruction of communism, and if the Birchers are capable adding one single day to the destruction, they have my vote. As an added thought, I am not too worried about Robe Welch becoming a dictator. Franklin D. Roosevelt did not make it with all the power given him. I cannot see how anyone else has a chance. In my opinion the John Birch Society is being used to take the heat off the communist SEN. JOHN A. MURDY, JR. What with reapportionment due to gallop through any time now and the fact that the candidates are jockeying for position in the 1962 state elections, the California political scene looks much like a poorly put together rough coup of the great book and motion picture, "The Last Hurrah." Reliable informants tell us Richard Nixon will run for governor on the GOP ticket, opposing Gov. Edmund G. Brown, unless, of course, the Democratic governor decides to take judgeship—which is a strong rumor of late. Meanwhile, Democratic Assemblyman Jesse Unruh of Los Angeles, whose power in the state legislature is growing with the passing of each succeeding day, has told everyone he has the votes to become the next speaker of the Assembly. This leads one to assume that the present speaker, Ralph Brown, won't be around much longer. Rumor has had it for several weeks that he is headed for a judegship. What about Carlos Bee, speaker pro tem who would be next in line? From what we can deter- mine, Bee would like the speakership and the Republicans favor him in the Assembly over Unruh. Unruh would work things strictly on a partisan basis, while Bee tends to follow a more bi-partisan line of thinking. On the other hand, reports from the reapportionment corner indicate Bee is asking for a congressional district so that he can run for Congress in two years. And so it would appear Unruh will get it eventually, anyhow. Rumor tells us Richard T. Hanna, assemblyman from Fullerton, will be definitely running for Congress in two years. At the same time, there's a scramble about to take place for the new Assembly seat in Orange County as well as the one Hanna will leave if he runs for Congress. And there'll be two Congressional seats to think about—the new one Hanna wants and Congressman James Utt's post. Jim will seek re-election, from what we are told now. Section 23820 says that the Department may NOT restrict the number of off-sale beer and wine licenses. Section 23817 says that no off-sale GENERAL license may be issued if the number of ALL off-sale licenses is greater than 1 for each 1,000 inhabitants of the county. Taking beer and wine from the total count is a backward step. Beer and wine are also involved in the Governor's statement that "the misuse of alcohol is California's number one problem." It would be less confusing to make section 23816 read exactly the same as 23817, except substituting on-sale for off-sale. Such a change would prevent increases at present, until the population growth catches up with the present excess of licenses in 56 counties. The words "serve a public demand" might be interpreted with political favoritism by some governor. True control merits respect. Two hundred feet between licenses of the same type, with a possible seven other types between would scarcely eliminate "skid-rows." Twenty-five dollars for an off-sale beer and wine license is small. We have over 12,000 of these now. Is the idea to put them in every neighborhood grocery where our children will learn to consider liquor as NATIONAL OUTLOOK By Ralph Robey Finally the Congress has received the recommendations of President Kennedy on taxes. In his first three months as chief executive, Mr. Kennedy sent an unprecedented number of messages to the Congress, but none had the pre-build-up of this one. Week after week it was promised and then delayed. And now that the proposals have been made, one cannot help but wish that the message had never been sent. This is not because our tax system does not need an overhauling. There is no more important problem facing the nation than tax rate reform. But the Kennedy suggestions do not even begin to do the job. In broadest terms the message consists of two parts. First is a tax device for encouraging business investment. The cost of this is estimated at $1.7 billion. Second are changes design to recoup this loss of revenue. There is no question as to the desirability of modification in our method of handling depreciation, but the Kennedy program will not do this. Our present system is less liberal than in most foreign industrial nations, and this is hindering our ability to compete with these producers. Currently, too, our total depreciation is some $5 billion less than it should be to cover the real cost of the wear. The Kennedy system provide a tax credit upon the percentage who investment is of current claion allowances. This bill would open the gate in 10 counties with a total population of three million for off-sale general licenses. Under present law it has been impossible for 20 years to grant such licenses. If we add to these 10 Orange, San Mateo and Santa Clara Counties there would be five million people affected. In all counties except Marin, the waiting period for off-sale general licenses would be decreased under this bill. The Department needs more money, which it may get from the General Fund. Extra licenses would cost cities and counties more police, etc. Already their costs are many times what they receive from the State. None of the new money under this bill would go to cities and counties. To the Editor: You have no doubt seen the stories from Sacramento to the effect that the vital matter of re-districting Orange County, and the rest of the state, in accordance with the 1960 Census will be debated on the floor of the Assembly. As we are all aware, Orange County is due for an increase in representation, both in the Assembly and in the United States Congress. As things stood at the time of the census, we were entitled to 3.58 Assemblymen, instead of the two now Robert Crown, of Alameda County, chairman of the Assembly Committee on Elections and Reapportionment; to Assemblyman Bruce Sumner; Assemblyman Richard Hanna; Assemblyman Joseph Shell, minority leader of the Assembly; and to Assemblyman William Munnell, majority leader. All may be addressed in care of the Assembly Chambers, State Capitol, Sacramento 14, Calif. Thank you for your cooperation in this most vital matter. Sincerely, C. These two men are presenting a bi-partisan stand in requesting that Orange County be given four Assembly Districts. This matter of fair representation for our County is one affecting every citizen, be he Republican or Democrat. I am, therefore, appealing to you not as a Republican, but as a citizen of Orange County, to join in a bi-partisan effort to secure for us the four Assembly districts and two Congressional districts to which we are entitled. Improve the taxation of cooperatives and bring them more in line with what other organi- Last week, among other legislative accomplishments, the House passed a $600 million appropriation for a Latin American loan fund. This fund was authorized last year, but definite promises were made that before any appropriations were requested, full and complete justification of any project to receive our aid would be detailed and justified. In fact, the following is a direct quotation from Congressman Morgan, chairman of the Foreign Affairs Committee: "Before the United States appropriates funds to assist in these programs, our representatives have told the Latin American governments that it will be necessary to have specific programs worked out and justified in detail." In spite of this solemn promise, $600 million of American taxpayers' money was appropriated to this fund without any justification for any project whatsoever, and with overtones of five-per-centers at work in promoting projects for various Latin-American countries. The chairman of the Subcommittee on Appropriations, handling this particular item, these loans. It will have to adopt certain social reforms which our benevolent government feels are proper. Our bureaucrats aren't satisfied to set up federal standards in each State of our Union, but now propose to set up USA social standards for all Latin American countries. How this will win us friends, I fail to see. It is following the Russian pattern completely. We already have the World Bank, the Export-Import Bank and the International Monetary Fund operating in this lending field, and we are simply adding another lending agency to make "soft loans" regardless of benefit ratio, and with no thought as to sound security. It is unconstitutional, of course, to tax the American citizen and lend his money hither, thither and you, throughout the world. So what? The Supreme Court has an international welfare outlook and the Administration has a relative as Attorney General, who, of course, cannot prosecute his brother for any illegal act—and so we go on our merry way. The surprising thing is that this legislation carried by 330 to 82. The vote should have been exactly the reverse. Eliminate abuses in business expense accounts by prohibiting the deductibility of excessive entertainment and such items as yachts, hunting lodges, and so forth. Tax at regular rates, rather than as capital gains, any gain from the sale of depreciable business property. Extend the present 2 cent rate on aviation gasoline to jet fuels. The President refers to his proposals as a "set," and urges that they be considered as a unit." Such consideration will start with hearings by the House Ways and Means Committee, and it is not to be expected that the program will emerge as recommended by Mr. Kennedy. The chairman of the Subcommittee on Appropriations, handling this particular item, Congressman Passman (D) of Louisiana, who has always been diligent in reducing foreign aid appropriations to a minimum, had been very busy building up a case against this appropriation, but powerful Administration forces frankly told him that, if he opposed this legislation, his district in Louisiana would be shorn of all federal assistance. He saw the light, and came out pumping for the bill. However, other members on the committee knew of the case he had built against the legislation and continued to embarrass him with questions, which he sidestepped with considerable agility. In order for any Latin American country to be eligible for So what?
