Other Editors
The college All-American weekly, El Don, will honor two former editors with Journalism Alumni Achievement Awards at the afternoon assembly. They will be Vic Rowland, '38, public relations director of Fuller & Smith & Ross Inc., Los Angeles, advertising and public relations agency with 65 offices around the world; and Thomas A. Murphine, '49, newspaperman with the Newport-Balboa News Press.
Rowland represents the El Don regime of John H. McCoy, who was SAC journalism chairman from 1934 to 1942, when he became president for five years, and now is director of the School of Journalism at USC. Murphine's instructor was Carl Venstrom, El Don adviser since 1947. McCoy and Venstrom will present their respective awards.

Shelter Construction Outlined by Civil
Rules and regulations for construction and use of underground fallout shelters to be built in Orange County we set forth this week by the Orange County Shelter Committee, representing the Orange Empire chapter, International Conference of Building Officers and the Orange County Office of Civil Defense.
The fallout shelter committee formed at the request civil defense and building officials, is composed of local county and city building superintendents, representatives civil defense and the Council Health Department.

Best newspaper, Orange County unit of California Newspaper Publishers Association; best yearbook, Orange County unit, International Printing House Craftsmen; best journalist, Orange County Press Club; and traffic safety promotion, State Farm Insurance Companies.
The Orange County Press Club also will award two $50 scholarships to outstanding high school seniors.
More than 30 professional newspapermen will handle the judging of contest entries for the prep journalists, and other professionals will join the afternoon workshops as speakers.
Sessions will be held for yearbook staffers and newspaper editors, sports writers, feature writers, editorial writers, reporters, columnists, photographers and business-advertising managers.
New, Old Exhibits
There will be exhibits of printing, historical newspapers, yearbook covers, offset book publishing, engraving and all the contest entries.
Instructors and advisers will hold a session of the Orange County Journalism Teachers Association in the college library to discuss mutual problems.
Chairmen of the conference are John (Sky) Dunlap, director of publications, and Carl Venstrom, journalism chairman.
Student editors heading up committees are Jerry Wilcox, editor of El Don; Barbara Berman, fall semester editor of El and Melba Elizondo, Del Ano yearbook editor.

Utt said that while the tax write-off should be allowed on a Federal level, the fact that it encourages individual construction "keeps it completely in line" with his philosophy of solving problems at a local level.
"It does not burden the Federal Government with new or vast expenditures, nor add to the federal bureaucracy," he declared.
"Passage of this legislation," he added, "provides a way for individuals to build fallout shelters at a time and place of their choosing . . . yet permits this personal protection without additional hardship on the average family budget."
"When we are spending $42 billion a year on national defense, and another $88 million on civil defense, it is little enough to offer private citizens reimbursement through a tax write-off of insurance against nuclear warfare."

Shelter Construction Rules Are Defined by Civil Defense Officials
Rules and regulations for the construction and use of under- and fallout shelters to be in Orange County were forth this week by the Orlando County Shelter Committee representing the Orange County chapter, International Reference of Building Officials the Orange County Office Civil Defense.
The fallout shelter committed at the request of defense and building officials is composed of local councils city building superintendents, representatives of defense and the County Health Department.

William E. Walkup, acting director of CD for Orange County, and Harold Goldy, assistant county building superintendent, pointed out that the public is being led to believe through misleading advertisements that civil defense approved shelters may be utilized on a day-to-day basis prior to emergency disaster use.
“This,” the officials said, “is completely false and is directly opposed to the intent of the State health and safety code.
“The purpose of disaster shelter is to provide safety for the citizens of Orange County during a war-caused disaster. Reasonable compliance with existing building, sanitation and occupancy codes and their regulations must be enforced.”
Goldy pointed out that present law does not permit living areas without light and ventilation by openable windows, nor permit sanitary facilities without connections to an approved sewage disposal means.
Therefore, he said, the building officials of Orange County are attempting to permit construction of accessory protective emergency structures for disaster conditions only.
In explaining the current rise in the county shelter program, Walkup pointed to the approved prototype shelter developed last year by the shelter committee which has just received full approval by the Federal Office of Civil and Democratic Mobilization. The shelter can be developed either for section of concrete pipe, tank or by means of fire or poured concrete, is at least three feet below ground level and provides almost percent protection for a day from nuclear blast.
