Jobs in Aircraft Slump but Rise in Missiles, Electrical Equipment
In the first month of 1961 California unemployment jumped past the half-million mark. State officials reported this week.
Director of Employment Irving H. Perluss said that 517,000 Californians were unemployed in January, the highest in over a decade.
The figure was compared with 452,000 in December and 369,000 in January, 1960.
The jobless rate in January climbed to 8.0 percent of the civilian labor force, as against 6.9 percent in December and 5.9 percent in January a year ago.
Industrial Relations Director John F. Henning reported that total civilian employment dropped 157,000 from that of December, with the usual sharp post-Christmas contraction in retail trade, plus seasonal reductions in outdoor activities of all kinds and in canning and related industries.
Civilian employment totaled 5,974,000 in January, Henning said. While this was the highest count for any January, the increase from January 1960 amounted to only 92,000, or 1.6 percent. In contrast, the civilian labor force grew by 240,000, or 3.8 percent, in the same 12-month period.
In January, as in previous months, large employment increases from a year ago were in services, trade, government, and finance.
Weakness in manufacturing continued into the new year. Total factory employment of 1,323,000 was down by 31,000, or 2 percent, from the previous January.
A further drop in aircraft workers brought employment in this industry below 200,000 for the first time since 1952. Currently it is 14 percent less than at the start of 1960.
On the other hand, employment in missiles and electrical equipment continued well above year-ago levels.

GARDENER'S CHECKLIST
FOR MARCH 2 TO MARCH 8
Prepared by the California Association of Nurserymen)
We can prune Fuchsias this month. They bloom new wood, so don't be afraid to cut back the old growth.
We can cut back Lantanas to keep the plants looking, and discourage straggling.
Not citrus in a warm sunny spot in the garden. Bed dwarf citrus is a colorful and fragrant addition to any garden.
Is possible to move Camellias while in bloom, preferably before the new growth starts.
Not all evergreen trees and shrubs and all bare deciduous shrubs that you can still find in nurseries. It's getting close to the end of the supply.
Tea Trees Like Tourn Areas
Gardeners who like to plan their shrubs and leave them alone will get a lot of milk from the man tea trees offered in local nurseries. Members of the California Association of Nurseries will be chosen by the faculty committees whose selections will be based on scholarship need and citizenship.
Final winner will be determined following personal interviews by the advisory board.
Need for qualified citizens in the field of public service has been voiced by members of the board, according to Mr. Peek.
Information concerning the scholarship award has been sent to the three county junior colleges. The first award may be made in June.
"We are hopeful that this modest scholarship award will assist qualified young people to nurse their studies beyond the junior college field and will ultimately contribute to better standards of government service," said Peek.
SAC President To Address U.S.'C Educators
Neither of these bills empts, of course, to answer question of why we have many recalls in Orange County.
We finally received an offer from Legislative Council Ralph Kleps concerning the preme court ruling on American Civil Liberties U.S. Here are some of its points:
The "Statement of Information" is required under Section 16565 of the Education Code requires a statement that meeting will not be used to motivate the overthrow of the government. It also contains an ally oath.
"In our opinion," Kleps' opinion read, "the court ruled that loyalty oath under the particular fact situation present is constitutional."
The ACLU has asked the Angeles schools for use of auditorium for monthly meetings. The school board nled the application but ACLU appealed it and won.
Tea Trees Like Touch Areas
Gardeners who like to plant their shrubs and leave them alone will get a lot of mileage from the man tea trees offered in local nurseries. Members of the California Association of Nurserymen tell us that trees are ready to serve you in a wide range of rough places.
Take the toughest situation any shrub could face—along with weather battered stretch of seashore. Far from succumbing to such conditions, the tea tree seem to thrive on them.
Or try them on a sun-baked hillside that seldom sees water and they will thrive again.
In fact, if you want to be truthful about it, tea trees are more apt to suffer from too much attention than from too little.
If you infer from this that tea trees are best not used in friendly garden settings, you're wrong.
Their narrow, decorative foliage and free-flowering habit dictates that they should be used close in as well as in out-of-the-way garden spots. Just be sure that they have good drainage since they won't tolerate sodden conditions from overwatering.
You'll find a number of tea trees in nurseries and one of the nicest of them is the Keatley variety. An easy-growing shrub of some 12 feet high, it bears white to pinkish blooms with deeper rose or purple centers. Bloom is billed as coming in late fall and early spring, but it shows right through winter in most California gardens nation.
DR. JOHN E. JOHNSON
Dr. John E. Johnson, president of Santa Ana College, is scheduled to give a major address at the 41st annual convention of the American Association of Junior Colleges in Washington, D.C., tomorrow.
Representatives of more than 700 junior colleges will hear Dr. Johnson speak on "Developing a Climate for Academic Achievement Through Student Activities." He will draw on his background as a college dean of student activities before taking the presidency of SAC in 1957.
Preceding the AAJC convention, Dr. Johnson attended a session in Washington of the National Commission on Student Personnel of the two-year college association, on which he serves as the Far West representative. His appointment was the first from SAC on one of the five national commissions.
En route home Dr. Johnson will attend Chicago sessions of the Conference on Higher Education with representatives from colleges throughout the country.
The opinion went on to that "the court, first of all, held that the statute in question required an unconstitutional disclosure. The court firmed the rule that if a 'saint cannot compel subversive actions directly to renounce their convictions and affidavits, it cannot make such a nauseance a condition of receiving the privilege of freedom sembly in a school building."
In effect," Kleps' opinion continued, "the court held that

"Justice White," Kleps added in his dissent also stressed the view that the statute sought to strike at acts in furtherance of unlawful activity rather than at free speech and assembly.
