Slight Rise In Housing Seen for Year Housing starts will be up a shade in 1961, and so will construction as a whole, says Ralph Robey of the National Association of Manufacturers in his national business outlook survey this week. Other of his observations include predictions that: Farm income will show a slight further rise. A rise in steel production will get under way—not spectacularly, but as a positive factor on the upside. Business investment in plant and equipment will be down, but the decline will be amazingly small. Business men as a group are "not really pessimistic, but are worried over such things as profits, the severity of competition, taxation, labor monopoly power, and so on," said Robey. Many of them, however, believe that their sales will be higher this year than last. "One conclusion seems clear," Robey adds, "and this is that we will not experience a sharp upturn or a sharp downturn during 1961."
