Freeway Costs Are Less Than Estimates, Is Claim construction contracts awarded during 1960 have averaged 8 percent less than the amount budgeted by the State Division of Highways, W. D. Shaw, general manager of the Southern California chapter of Associated General Contractors, reports. Shaw credited the below budget bids to keen competition among contractors for freeway jobs. He said that an average of seven firms have bid for each contract offered by the State during the year. "As a result of the competition generated by open bidding under the general contract method of construction, the State has saved approximately $7,000,000 on jobs in Los Angeles, Ventura and Orange counties during 1960," Shaw said. "Contracts totaling $85,-000,000 have been awarded." "These savings are being used by the Division of Highways to build additional freeways, speeding up the construction program for the over-all system. Each time money is saved in the awarding of a freeway contract, it means the taxpayer is getting more for his tax dollar." Shaw cited the 4.7-mile final segment of the Los Angeles Harbor Freeway as an example of construction from savings. This project, extending from 208th Street to Pacific Coast Highway, is now being built at a cost of $6,000,000 through funds saved as a result of lower than expected bids on other freeway jobs. Three other projects, not included in the original 1960-61 highway budget, are currently under construction as a result of low-bid savings during 1959 and 1960. These are the $1,400,-000 Spring Street overcrossing on the San Diego Freeway near Long Beach, the $525,000 Las Posas Road interchange on the Ventura Freeway in Ventura County, and the $450,000 three-mile highway segment east of Palmdale.
