Hanna Recounts Work in Real Estate Subcommittee
As the Subcommittee on Real Estate Contracts and Trust Deeds prepares to submit its report, findings and recommendations to the Legislative session which commences on January 2, 1961. Assemblyman Richard T. Hanna (D), Fullerton, chairman of the committee, said that he thought the importance of the committee's work was highlighted by the activities recently witnessed in this 10-percenter field.
Hanna recounted that since the committee has undertaken its investigations less than one year ago, not only has the Los Angeles Trust Deed & Mortgage Exchange been closed down under findings of the Federal Court that the operation was for all intents and purposes in the state of bankruptcy but, also, these other like and similar operations were closed down:
Pickman Mortgage Company of San Francisco closed down with a shortage in excess of $500,000.
Pacific Trust Deed was closed in Los Angeles after the Real Estate Commissioner and Attorney General's office determined a shortage of funds in an unannounced amount existed in accordance with their examination of the books of that company.
Recently, Guardian Trust Deed Corporation closed shop after a cease and desist order from the Division of Corporations and filed a petition in bankruptcy in the Federal District Court showing a deficit in Legion Urges Keeping of ROTC at USC.
The following message is a letter directed from the Department Commander, John R. Hann, of the American Legion, Department of California, to the 24 regents of the University of California.
"It has come to the attention of the American Legion through the public press that the board of regents of the University of California will take under consideration proposals offered by echelons of the student body to repeal the present compulsory study of Military Science and Tactics (Reserve Officers Training Corps—ROTC) and classify the study as a voluntary subject.
"This matter, it has been reported, has been scheduled by the regents for discussion in executive session December 15, and for open consideration December 1."

Recently, Guardian Trust Deed Corporation closed shop after a cease and desist order from the Division of Corporations and filed a petition in bankruptcy in the Federal District Court showing a deficit in their trust funds in the amount of $538,000. On November 11, Porter Trust Deed Investment Corporation was accused by the Division of Real Estate of inappropriating investors' funds in the amount of $419,214.
Hanna commented that in all of these instances there is a strong likelihood that there has been a criminal diversion of funds, and expressed his concern and disappointment that the District Attorneys in both San Francisco and Los Angeles appeared to have a strong reluctance to prosecute vigorously these violators, simply because their complicated business affairs are so difficult to unravel and the prosecution of such cases involves so much time and effort.
Hanna expressed the hope that the prosecution offices of both counties would re-assess this situation and undertake to bring the full force and effect of existing criminal charges against these offenders.
In conclusion, Hanna indicated that additional laws would be proposed in the coming Legislative session addressed to the curtailment and control of violations of the type found in the cases enumerated above.
