LAW IN ACTION OBSCENITY IN THE MAILS By the time a case reaches the U. S. Supreme Court it most likely involves a knotty problem. This court seldom deals with any other kind. For example, the post office can deny mailing rights to anyone who promotes frauds or crimes through the mails, or whose use of it would endanger the nation. In 1873 Congress gave the post office the power to keep "obscene" mail from going through. The same is true for the Customs Department for matter from abroad. Yet neither the post office nor customs may hold up suspected material without first giving notice. At a hearing the "sender" may deny that (1) the material is obscene, or (2) that he mailed it. Because the Constitution protects our free press, the law frowns upon "prior censorship." In the long run it is better first to try a wrongdoer for an offense after he has committed an act. Courts are slow to prevent someone from sending out mail solely upon a finding by administrators who may abuse their power. So a court may review the post office's finding that a book is obscene. For example, the post office recently forbade a publisher to mail out a famous novel. But a federal court overruled the post office after the judge looked at the novel's whole treatment and theme. The court found the post office had been unfair in calling certain passages obscene in view of the book's whole picture of life. Hill, chairman of the 1960 Disneyland Community Service Awards Committee, today reminded Orange County service organizations that the deadline for award applications is Oct. 31. Chairman Hill said, "All organizations wishing to be considered for this year should mail their completed applications no later than Monday, Oct. 31." Hill added, "Recipients will not be known until the Awards Luncheon, to be held Nov. 22." The reminder was issued at a committee luncheon held at the Disneyland Hotel. The awards, offered for the fourth year, are to be presented for outstanding work in three areas of community service. A total of nine cash awards will be made in 1960. Recognized by the cash awards will be three adult groups in Anaheim, three adult groups in Orange County, and two youth groups selected from the Anaheim and Orange County area. Each selected adult group will receive a cash award of $1000; the youth groups, $500. Basis for the judging will be the contribution made by the group toward community betterment in the areas of civic, social or cultural welfare. Last year's recipient of the major outstanding Community Service award was the Latin American Friendly Center. It was noted that the Center successfully operated a program benefiting individuals of Latin American heritage in the city of Orange. The program was oriented toward the educational, social, cultural and recreational needs of the Center's membership. AHS Ag Students Win FFA Awards A three-man team of agriculture students from Anaheim High School took second place in "B" division livestock judging competition at the 17th annual Future Farmers of America Field Day held Saturday, Oct. 15, at the Santa Barbara ranch of George E. Fuller near Pala in San Diego County. "B" division competition was for first-year students. The "A" division was for students with more than one year of studies. The boys vied for awards in judging top quality Aberdeen-Angus and Hereford cattle supplied by the host ranch and Mowry Ranch at Rincon.
