TERMS OF SALE Interest Rate: The maximum rate bid may not exceed $1 per annum, payable annually the first year and semiannually thereafter. Each rate based on a multiple of 4% of 15% of the bond shall be more than one interest rate, and all bonds of the same maturity shall bear the same rate. Not more than two interest rates may be bid. The repetition of any rate will not be considered the bidding of an additional rate. Award: The bonds shall be sold for cash only. All bills must be for not less than all of the bonds hereby offered for sale and each bill shall state that the bidder offers par and accrued interest to the date of delivery, the premium if any, and the interest rate or rates not to exceed those specified herein, at which the bidder offers to buy his bonds. Each bidder shall be paid in his bid. The other interest cost in dollars and the average net interest rate determined thereby, which shall be considered informative only and not a part of the bid. Highest Bidder: The bonds will be awarded to the highest responsible bidder or bidders considering the interest rate or rates specified and the premium offered, if any. The highest bid will be determined by deducting the amount of the premium bid (if any) from the total amount of interest earned by the district would be required to pay from the date of gold bonds to the respective maturity dates thereof at the coupon rate or rates specified in the bid and the award will be made on the basis of the lowest net interest cost to the district. Many of them claim to represent the St. Vincent de Paul agency or other similar authorized charity organizations. Most of these men are "winos" who rent trucks by the day and use the profits to finance a wine binge, Tassi said. "These men not only misrepresent themselves to the donors and misuse the funds given to them in charity, but they are operating in violation of an ordinance which prohibits such illegal solicitation," he stated. Housewives were advised to request credentials when a "salvage man" calls. All legal agencies are endorsed by the Los Angeles Department of Social Service and all truck drivers carry authorized cards. Also, the name of the agency, such as St. Vincent de Paul, is plainly painted on the side of each truck, Tassi said.
