Senator Kuchel Urges State to Ease Trade Restrictions on Food Exports WASHINGTON.—U.S. Senator Thomas R. Kuchel of California has urged the State Department to initiate bilateral discussions with the Federal Republic of Germany about easing trade restrictions on American canned fruits and vegetables. The California Senator's letter regarding possible opening of the German market follows: "Dear Secretary Dillon: "Some months ago, I am sure you will recall, we discussed the possibility of opening certain overseas outlets for larger quantities of American canned fruits and vegetables, many of which are available in greater volume than needed to satisfy our domestic requirements. "Through intensive programs to enter pre-war foreign markets and to cultivate new ones, a number of areas have been opened up in recent years. However, nationalistic influences, various economic alliances, and other factors such as currency restrictions and shortages have constituted barriers toward full enjoyment of possibilities of satisfying the wishes of peoples of many foreign countries for these foodstuffs. "I am informed that West Germany appears a possible outlet for a substantial amount of certain varieties of such products, providing agreements can be reached for the liberalization of certain existing import limitations which are a barrier to the efforts of representatives of American industry to arrange for trade on a mutually beneficial basis. "In efforts to discover additional markets, the California packing industry has been exploring the prospect of developing the potential German desire for products of American origin which would not compete unfairly with those of native German agriculture. I am advised that officers of the Department of State and of other agencies in the Executive Branch have been apprised of the progress of these efforts and of indications that bilateral negotiations with the Federal Republic of Germany might well result in the modification of current trade restrictions, thus permitting development of a rewarding outlet for products of our fields and orchards and our canneries." While our nation has been conscientious in seeking to carry out the principles of reciprocal trade, it appears doubtful whether the United States should depend entirely upon this approach to the problem of increasing its exports. When a possibility is discovered that direct bilateral negotiations might result in wider distribution of American goods, as is apparently the case involving the Federal Republic of Germany and of canned fruits and vegetables, I feel we would be entirely warranted in exerting ourselves vigorously to make the most of an PENNEY'S FIRST QUALITY!
