A family is, and always will be,
the basic unit of our human social
structure. Its establishment and
preservation is the subject matter
of law which has been on the statute books of all nations since the
beginning of recorded history. But
there are still problems connected
with families which require our
legislative consideration.
Our present system of aid to
needy children is administered by
the counties, with supervision and
financial support from the state
and federal governments. Sharply
rising costs and other disturbing
factors have brought increasing
criticism from local sources. To
investigate the situation, the Senate committee on labor and welfafare recently held a two-day hearing.

In these two groups, about 60 of each 100 children have unmarried parents, as compared to 25 out of the 100 children for the remainder of the caseload. One-quarter of these two groups have received aid for more than five years, only one-eighth of the others.
The department said a multi-pronged legislative program to improve the program is being developed for consideration at our 1961 session. In the meantime, intensive activity by county law enforcement officers is keeping criminal violations at a minimum.
Local officers criticized the program severely. One declared that illegitimacy has extended through three generations of a family still receiving children's aid. It was said that the program has failed to weld family units together, which is its stated purpose. The system must be revamped, it was maintained, for the benefit of the needy children who are now reaping a whirlwind of moral deterioration under the existing law. It was even suggested that illegitimate children be removed from their parents and placed in foster homes to assure them better training and education.
Our children are the hope and the wealth of our future. It is certain that we Legislators will do our best to strengthen and improve his law to protect the needy among them.

Young Republicans Hold 3-Day Confab
William Asawa, Wilberta Game lin, Betty Scott and Phyllis Herman, all of Anaheim, joined more than 150 other Young Republican leaders from throughout California for a three-day campaign strategy session held in Santa Barbara last weekend.
All of California's more than 500 YR clubs were represented at the meet, which headquartered at the new Santa Barbara Inn.
Featured speaker at the conference was George W. Millias, Republican State Central Committee chairman, who told the YR leaders that the final results of the June 7th state primary "clearly indicate the resurgence of Republican strength from top to bottom in the State of California."
Beverage Control Office for County
D. B. Weisel, Long Beach District Supervisor for the State Department of Alcoholic Beverage Control announces the scheduled opening of a branch office in Orange County, effective July 11, 1960.
