LAW IN ACTION THE GRAND JURY In America non-lawyers take a vital part in our system of justice, as parties, witnesses, and as jurors. The grand jury made up of nineteen citizens has the job, among others, of bringing in accusations or indictments. Today's grand jury does much the same work as England's "graude Inquest" of the Fourteenth century. The grand jury is not the trial jury. Besides looking into crime, the grand jury looks into the jails and hospitals; the conduct and books of public officials; cases of persons in jail not yet indicted; all crimes done or triable in the county, and the like. A grand jury can start a prosecution; if a grand juror knows or has reason to believe that crime "has been committed, he must declare it to his fellow jurors," who must look into it at once. But the fellow jurors may not act on mere rumor or suspicion, nor may they go on "fishing expeditions" on the off chance of finding out about a crime. A grand jury may hear only "legal" evidence—not hearsay or secondary evidence. Unless the grand jury asks his advice, no judge may be present at its hearings, but the district attorney may, to inform the grand jury, or examine witnesses on anything under consideration. The grand jury does not act much like a trial jury. It can find a person neither innocent nor guilty of a crime. It decides whether there is enough reason to try a person for a crime. Its indictment does not imply guilt. Since grand jurors have much power, they must be responsible people of standing in the community, often known to the superior court judges who supervise their choice by lot. Both trial and grand jurors must be 21 years old, speak English, and have their natural faculties. Like a trial jury, the grand jury keeps its deliberations and voting secret, and only talks about them in rare circumstances. Most of their hearings are private, but they may make them public when investigating public officers. Note: California lawyers offer this column so you may know about our laws. New Section Leaders Appointed By Anaheim Ebell Organization Leaders of sections of Anaheim Ebell Club are all chosen and two sections, Tessella and Contract Bridge, have decided to meet during summer months. Others will resume in the fall. (FHTNC) — David E. McNeely, radioman seaman apprentice, USN, son of Mr. and Mrs. Basil McNeely of 930 Hampton St., Anaheim, serving aboard the ocean minesweeper USS Excel, took part in the 52nd annual Portland Rose Festival at Portland, une -13. A contingent of 10 Navy ships visited the city during the festival. The 3500 man complement of sailors and Marines are traditionally an important part of the celebration, giving the citizens of the area and thousands of tourists the opportunity to visit with their Navy and Marine Corps afloat. Five Anaheim Men Take High Honors In Chess Tourney Five men from the Anaheim Pearson (City) Paik took top honors at the Orange County Championship Chess Tournament last week. First and second place went to Anaheim's Steve Matzner and Thomas McDermott. Third place was earned by Charles Haley of Corta Mora.
