There are only three more weeks until adjournment and so much to be done! There is considerable talk on the part of the Democratic leadership of recessing rather than adjourning, and returning in September. There is absolutely no excuse for this, because the Democratic Party holds a two-thirds majority in both House and Senate and on all Committees. Due to the fact that there is a wide division between Northern Democrats and Southern Democrats, the above-mentioned majority is not effective.
Legislation is floundering around in the various Committees, and does not get to the Floor until considerably watered-down from the original intent of the sponsors, who in most cases represent the ADA-CIO-COPE organizations, and are the proposed issues upon which the Democrats expect to run in the fall. They know much of it will be vetoed, the veto will be sustained, and then they will have their issues.

That legislation simply opened the back door of the Treasury for two billion dollars to be used to purchase mortgages, and was not for new construction.
Most of the appropriation bills are completed with the main exception of the Mutual Security appropriation, commonly referred to as the Foreign Aid Bill. It will undoubtedly be seven or eight hundred million dollars under the President's request. I expect to report more fully on this next week. Total appropriations for the year will be within the President's budget, even though a billion dollars was added to the Defense Appropriation. This additional billion was to push the B-70 program and the Bomare missile. The U-2 flights over Russia during the past four years conclusively proved that the Russians currently have no anti-aircraft defense or fighter-interceptors which are effective above 60,000 feet. The B-70 will fly at 70,000 feet and be used in the Strategic Air Command. If this program does nothing else, it will force Russia to build a completely new defense system costing forty or fifty billion dollars above their current rate of expenditures, which will throw them off balance financially.
The government will end this fiscal year in another two weeks with a little over $200,000,000 surplus. The predicted four billion dollar surplus for the following fiscal year will be somewhat less than anticipated, as the forecast was based upon an increase in postal rates to offset the half-billion annual deficit in that Department. This increase will not be passed this year.

The House has passed and sent to the Senate the extension of wartime corporate and excise taxes which would have expired June 30th. This amounts to four billion dollars annually, as they have been extended for the eighth time since I have been in Washington and for the eighth time I voted against it. On the surface this appears to be supporting deficit financing, but the expiration of these taxes might force Congress and the President to reduce some of the spending programs which should never have been started in the first place.
With nearly ten billion dollars worth of farm surplus in storage, we go merrily on inviting the farmer to produce more for storage, and with the exception of the disposition of the excess rubber stockpile, nothing has been done to reduce the eight billion dollar stockpile of strategic materials in excess supply.
My Committee has spent the last two months in Executive Session, making technical amendments and revisions to Social Security, and adding to that program an incipient medical care bill with a federal matching fund program, provided, of course, the States will meet the terms, rules, regulations, and standards set up by Washington. The spider has invited so many flies into its parlor during the last two decades, that it has grown fat, while the States knuckle under to federal control.
