TV Audience Told Be The city's proposed $12 million bond issue will not mean a hike in taxes or increase in utility rates, Mayor A. J. Schutte told a closed circuit television audience last week. City officials made a pitch for the 8-part bond issue (due for a vote April 12) over the television system of the Anaheim School District. AN ESTIMATED 1,000 persons watched the unusual telecast in auditoriums of 17 schools. Each of the five Councilmen spoke briefly on different portions of the program and City Manager Keith Murdoch gave detailed descriptions of each proposal. On the library issue, Councilman Glen Fry said Anaheim utilized Andrew Carnegie funds in 1908 to construct the present library for a population of 3,000. Gen. Stanley Mosk. Mosk, the state's chief law enforcement officer, claims such clubs are unlawful. It is illegal, Mosk ruled, for a hotel or establishment to use a duplicate license for separate rooms restricted to members of a particular club or organization. THE 'CHUTE' for the job was the type used as an emergency back pack by military paratroopers and Nick's emergency parachute was a 20-foot canopy of the type used to drop supplies. Nick wore a powder blue jump helmet and suit made by his mother. Joe Parker, who made the jump with Nick, said the boy never hesitated once he was told "to hook up his statis line and jump." Nick says he hopes to jump again. Lee and Ora L. Chandler have been named Anaheim co-chairmen for the observance and report plans for talks by jurists and lawyers before church and service groups. Also in the planning mill are mock trials at Anaheim High School and in Anaheim-Fullerton Municipal Court. At Fullerton John H. Pitts and Lester L. Lev have been appointed co-chairmen for the Sunday occasion and report plans for a mock trial at Fullerton High School April 82. The trial will be based on a television script of a personal injury suit action. Make Sure Caller Is Census Taker Householders will not have any difficulty identifying the takers of the 1960 Census of Population and Housing as they make their rounds this month, District Supervisor Abbott R. Williams pointed out today. Each census taker will be provided with a red, white and blue identification card to be worn on the label. This card bears the seal of the Department of Commerce and the words "Census Enumerator, Official Credential" are printed across its face. Persons purporting to be Census takers who do not have this identification should be reported immediately to the local district Census office which is located at 1207 East Fruit Street, Santa Ana. Boat Show Set First Annual Orange Coast Boat, Trailer and Sports Show will be held April 13-17 at Newport Dunes. An estimated 100,000 persons will attend the five-day show. Breezy Here Sat. Saturday's windstorm, recorded at 30 miles per hour at Fullerton Municipal Airport, caused little appreciable damage, but kept utility company crews busy repairing fallen lines. Order to Trim Dyke Water Rates Delayed An order by the California Public Utilities Commission rolling back the rates of Dyke Water Company of Garden Grove has been stayed by a petition for a rehearing. The order was to have become effective April 18. Last March 2, the Commission ordered Dyke to reduce its flat rates from $3.75 to $3 a month, authorized under an interim decision. Dyke was also required to start a metering program, installing at least 400 meters a month. Dyke serves some 23,000 customers in Garden Grove, Westminster, Anaheim and adjacent areas in Orange County. Union Boss Hurt Leland D. Brooks, 45, president of the Retail Clerks Union in Buena Park, was injured when his car hit a power pole here. Brooks suffered head injuries and was treated at Anaheim Memorial Hospital following an accident on Highway 99 at Stanton Ave. Murdoch said the bonds would construct a central library branch library near Magnolia and Broadway. Library Cost: $1,160,000 In the fire department, Councilman Joe Thompson said it is necessary to maintain present fire insurance rates "the fire department must keep pace with the growth of the city." Murdoch said that besides an inadequate headquarters, there three new stations and three more are required, one in south central area, one in the northeast industrial and industrial area and one in the southeast industrial area. THE BONDS would acquire land for these stations, add a plea for a new police station, Murdoch said the jail cells, no provision for segregation of male and female inmate prisoners and the only source of heat is a single heated heater. The crime lab is too small and the detective bureau is more than cramped for efficient police work. Police Buildnig Cost: $750,000 By purchasing the California Edison portion of the two existing electrical sub-stations and constructing two additional sub-stations, the entire city can best be served at lower cost by bringing all power in through one point, said Murdoch. Electrical Cost: $2,770,000 Councilman Charles Pearson said, "If we don't take care of our water requirements, none of the other issues will have any point." Within the next 10 years, he said, we must have additional water sources, the so-called state water plan will bring water from Northern California, sea water conversion may also be practical sometime in the future. Four research firms have been retained to make a survey as to the best location for a new police building and library should the voters approve the projects in the April 12 municipal election. Downtown businessmen have voiced serious concern that the two facilities will be built on a 10-acre site the city owns at Broadway and Palm Aves. BUSINESS SPOKESMEN said such an undertaking could lead to moving the city's civic center out of the downtown area. "Moving the civic center out of the downtown area will seriously affect business," said banker Dick Gray. "We want to keep this (the downtown) the central hub for all Anaheim." Gay said that outlying shopping centers have already caused a business loss for the downtown area but that the presence of city offices in the downtown region continues to bring shoppers into the area. BANK OF AMERICA EXECUTIVE Gay said that a badly needed office and commercial building will probably locate near the city hall and "if the civic center is moved away from downtown, the central section will never realize this facility." Firms retained to make the survey are Stanford Research Institute, Real Estate Research Corp., Victor Gruen and Associates and Booz, Allen and Hamilton. A decision will be made following the election. Disirud Succeeds Gibbs as Anaheim Choraleers Head Sheldon Disirud, Chapman College music instructor, succeeds Carey Gibbs as director of the Anaheim Choraleers. Disirud is also minister of music at the First Presbyterian Church and a former music teacher at Anaheim Union High School. In professional entertainment circles, he has been the musical director of a television series and has worked with Paul Whiteman and Ken Murray. The latest hassle over advertising and directional signs resolves: ANAHEIM LIONS CLUB which asked the city council permission to erect direction sign at eight locations where street intersections are main routes into he city. A few years ago the city declared that such signs were illegal. THAT PUT THE LIONS CLUB request in question, but argument was re-opened by the fact that City Councilman Thompson pointed out that Chamber of Commerce and Disland are in violation of the ruling. The Council said it would take the issue under study. What the Lions Club signs will do is still uncertain. State City Utility Bills If you're rate on city utility bills it's going to cost you dough. The City Council has voted to charge a $2 collection on all delinquent utility bills. The decision was made after the Council was informed that it would cost $15,000 a year to send out dequent-notices by registered mail. About 10 per cent of the city's customers fail to bill on time. Tomorrow is a happiness day for 167,000 Orange County school children: it's the start of Easter Vacations. Anaheim youngsters will be out of school. For the first time in four years all Orange County public schools are observing the Easter Week vacation at the same time. There are some exceptions, how ever, including Servite High School of Anaheim which will dismiss classes from April 14 to April 21. CHAPMAN COLLEGE and Orange County State College will observe the same vacation period as the public schools. Newport Beach, favorite mecca of the students, will be off-limits to any rowdiness and officers there said troublesome youngsters will be jailed. The city has augmented its regular police force with 70 additional officers. City Population Now Set at 103,000 Anaheim's soaring population climbed to 103,000 residents this week, according to the State Department of Finance. This is an increase of 11,900 citizens since April 1, 1959.
