Scout Post (Continued from Page 1) man and organizer of the post, which will be the first post in the nation specializing in law enforcement. Juvenile Officer Frank Dean, who is an Eagle Scout, will serve as institutional representative and Juvenile Officer Edward Johnson will be post advisor. Sheriff Munick, Dr. Kenneth G. Hebard, Criminologist Jack Cadman, Lleut, Russell C. Campbell, Sergeants William Wallace, Robert W. Luxembourg, and Douglas Watson are members of the post committee. Others on the committee include patrolmen, jailers, court bailiffs, detectives, juvenile officers and identification technicians. THIS EXPLORING program is distinctly for fellows of high school age. It will be attractive to them whether or not they have been Cub Scouts or Boy Scouts. Young men at least 14 years of age and in the ninth grade are eligible and membership is open at 15 years of age regardless of grade. Membership may continue through the age of 17, or as long as the individual continues as a full-time high school student. Young men desiring to enroll in the post will be interviewed and must meet very rigid requirements which will include physical fitness, a good record in school, good citizenship and parent participation. GAZETTE REPORT: County Leaders Suggest Steps to Curb Delinquency Stricter supervision of children and better adult examples for youngsters to pattern themselves after are among most commendations of local experts to a 19-member Orange county group studying juvenile delinquency. The Orange county group, headed by William Bestendorf, staff psychologist for the Orange County Schools, is preparing a report to submit to the state government on what can be done curtail the rising rate of juvenile lawlessness. The group questioned Dr. Emil Wharton, director of maternal and child health for the Orange County Health Department; John Terner, executive director of the Family Service Assn.; E. J. Allain Santa Ana police chief; Keith Cannon, chief deputy of the Orange County Probation Department and Dr. G. E. Elmann, Orange County State College dept of instruction. 'EARLY AS POSSIBLE' Dr. Wharton pointed out a need to uncover potential delinquencies as "early as possible." She noted for example, that one kindergarten teacher estimated that more than 25 per cent of her class would not ready for school. Mrs. Wharton said adjustments could made much more easily if the children with problems were cated and helped much earlier than they are now. Chief Allen, who said, "settle the proper and moral personal example" for children is the essence of curing juvenile delinquency also asked that steps be taken engender in youth a respect for lawful authority. He said school and home should develop sound program of discipline." Chief Allen said he didn't make fear, but "respect and trust authority."
