NOTICE INVITING SEALED PROPOSals FOR THE FURNISHING OF DETAILED PLANS AND SPECIFICATIONS, AND ALL PLANT, LABOR SERVICES, MATERIALS AND EQUIPMENT, AND PERFORMING ALL WORK NECESSARY FOR THE FURNISHING, ERECTION AND COMPLETION WITHIN THE CITY OF ANAHEIM OF THE FOLLOWING PUBLIC IMPROVEMENT OR WORK FRAME, FARRICATED STEEL, BUILDING, AT THE NORTHEAST CORNER OF CRESCENT AVENUE AND BROOKHURST STREET, IN THE CITY OF ANAHEIM, JOB No. 507.
NOTICE IS HEREBY GIVEN that sealed proposals will be received by the City of Anaheim at the office of the City Clerk up to the hour of 2:00 o'clock P.M. on the 18th day of February, 1960, and will be opened on said date at the hour of 2:00 o'clock P.M., in public in the City Council Chamber or City Hall, City of Anaheim, State of California, by the City Clerk and the City Engineer, for furnishing the following:
Detailed plans and specifications in accordance with and conforming in general to preliminary plans and specifications prepared by the City Engineer of the City of Anaheim and on file in the Office of the City Engineer for the erection of a rigid frame, fabricated steel building 40' x 145' 10" x 14" (nominal); and all plant, labor, equipment, materials and equipment, and all utilities and transportation, including power, fuel and water, and performing all work necessary to furnish, erect and complete, in a good and workmanlike manner, in strict accordance with the detailed plans and specifications to be submitted by the bidder and conforming in general to preliminary plans and specifications on file in the Office of the City Engineer, a rigid frame, fabricated steel building at the northwest corner of Crescent Avenue Brookhurst Street, behind Fire Station No. 2, in the City of Anaheim, including all excavation, backfill, forms, compaction and testing, grading and other material necessary for construction of footings, foundation and miscellaneous concrete work. Job No. 507.
The cost of preparing the detailed design, drawings, plans, specifications and calculations shall be included in the hump sum bid amount authorized by the City Engineer and the result thereof reported to the City Council at its next regular or adjourned regular meeting, for action thereon by said City Council.

The above mentioned check or bond shall be given as a guarantee that the bidder will enter into a contract. If awarded to him, and will be declared forfeited if the successful bidder succeeds after being requeired to do so by the City of Anaheim. Such contract shall be entered into within fifteen (15) days after receipt by said contractor or notice of the awarding of the contract, unless such time is extended by the City of Anaheim.
Each bid must specify the name and location of the mill, shop or office of each subcontractor who will perform work or labor or render services to the contract in order to construct of the work or improvement and to the portion of it work which will be done by subcontractor. If any bid submittee fails to specify a subcontractor, aforesaid, the contractor submitin such bid agrees to perform the job himself.
The successful bidder will be required to furnish a faithful performance bond in an amount equal t 100% of the contract bond in an amount equal to 100% of the contract bond said bonds to be secured from surety or bonding company sainty to the City Council of the City of Anaheim and shall be approve by the City Attorney as to form an sufficiency before acceptance.
Preliminary plans and specification may be obtained from the City Engineer of the City of Anaheim at the City Hall, Anaheim, California.
The successful bidder will be required to accurately maintain a protection of all his work and adjacent property from damage arising out of the performance of the contract and to furnish the City with public liability insurance in an amount not less than $100,000.00 for injuries including accidental death or any one person $300,000.00 on account of any one accident, and property damage insurance in an amount less than $50,000.00 and public liability insurance to cover vehicle used by him whether on or off the premises in an amount of $50,000.00 for injuries to any one person o $180,000.00 for any one accident, and property damage in an amount of $100,000.Compensation and employer's liability insurance shall be maintained during the line of the contract covering all employees on the project. The contractor shall be responsible that all employees of subcontractors are protected by such insurance. Such insurance shall be furnished by companies satisfactory to the City subject to the approval of the City Attorney as to form an sufficiency.

The overtime rule establishing the rates of overtime and holiday work shall be in accordance with the following: Where a single shift is worked, eight hours or continuous employment, except for lunch periods, shall constitute a day's work beginning on Sunday and continuing through Friday each week. Where work is required in excess of eight hours in any one day or during the interval from 9:00 to 6:00 P.M. Friday and 12:00 to 6:00 midnight Saturday, such work shall be paid for at the minimum rate of one and a half times the basic rate of wages, except as otherwise provided in the September, 1950, revision of the A.C.U., D.A.A., H.B.L., E.O.A., A.F.L.-CLO., Southern California Master Labor Agreement.
It shall be mandatory upon the contractor to whom the contract is awarded and upon any subcontractor under him to pay not less than the same specified rates of wages to all workers and mechanics employed by them in the execution of the contract.
Each bid shall be made out on a form to be obtained at the office of the City Clerk or the City Engineer of the City of Anaheim and shall be accompanied by a certified or cashier's check or bid bond for ten (10) per cent of the amount of the bid, made payable to the City of Anaheim, and small be seized and delivered to the City Clerk at the City Hall of the City of Anaheim before 2:00 o'clock P.M. on the 12th day of January, 1950, at which time sealed proposals will be opened in public by the City Clerk and the City Engineer. Sealed proposals shall be submitted in sealed envelopes and marked in upper left hand corner "Sealed proposals for construction of A RIGID FRAME, STEEL BUILDING."

Whereas, the City Planning Commission of the City of Anaheim orderetoire duty pass and adopt a resolution declaring its intention to change the boundaries of the zone herein mentioned and described and did fix a time and place for the holding of a public hearing thereon in the manner and as prescribed in Article IX, Chapter 2 of the Anaheim Municipal Code and did hold and conduct said public hearings to consider such proposed change of zone or zones, and did receive evidence and reports from persons interested therein, and did recommend a change or changes of zone as set forth in Resolution Nos. 1542 and 257—Series 1983-89 of the City Planning Commission, and
Whereas, upon receipt of the report and recommendation of the City Planning Commission, the City Council ordered that such proposed change of zone should be approved in said Article IX, Chapter 2 of the Anaheim Municipal Code; and
Whereas, at the time and place fixed for said public hearing the City Council did hold and conduct such proposed change of zone and did receive evidence and reports, and did thereupon consider the recommendations of the City Planning Commission, and did thereupon adopt resolution No. 5415, including and determining that a change or changes of zone should be made as set forth in said resolution; and
Whereas, the owners of the following described property, which is a part of the property described in said resolution No. 5415, have met the conditions set forth in said resolution:
Now, therefore, THE CITY COUNCIL OF THE CITY OF ANAHEIM DOES ORDAIN AS FOLLOWS:
SECTION 1.
That Article IX, Chapter 2 of the Anaheim Municipal Code 'establishing zones in the City of Anaheim and therein regulating the use of land, height of buildings and yard spaces; adopting a map showing the boundaries of said zone; defining the terms used in said Article and Chapter; providing for amendment and enforcement thereof; prescribing penalties for violation and repealing all securities.
The City Zoning map is the same as hereto, amending property above described zones now situated and incorporated as part of the zones above set forth, and said map as amended is new and the Municipal Code showing hereby approved and adopted sections.

All attempts to reach him have failed; and it also appearing from the verified complaint on file in this action the minimum amount of the outside concrete coating shall be 1 inch. The minimum thickness of the inside concrete lining shall be ¼ inch for pipes less than 18 inches I.D. and ½ inch for pipes of 15 inches and greater diameters.
The entire pipe fabrication process including concrete lining and coating shall be accomplished by one manufacturer and in a continuous plant operation. The entire fabrication process shall be performed on one plant site. No portion of the fabrication shall be subcontracted.
The end sections shall be on the bell and splint type, and be prepared for mechanically coupled field joints using rubber gaskets.
The bell and splint end sections shall conform to A.W.W.A. Standards C300-57, Sec. 2.3 except as may be amended as follows:
Pipe shall have the bell and splint formed internally with the steel cylinder. The bell shall be approximately four (4) inches deep and have a flared lip to facilitate assembly. Bell thickness shall be no less than 2/18 inches and shall be reinforced as necessary. The splint shall have a specially rolled groove with double "shoulders" such that after field joining, the gasket will be completely enclosed on all sides and shall not depend on internal water pressure with the gasket In keeping with water-tight joint.
The rubber gaskets shall conform to A.W.W.A. Standards C-300-57, Sec. 3.4.
The City Council of the City of Anaheim reserves the right to reject any and all bids and parts of bids and to accept bids in whole or in part as public convenience and necessity may require. Sald bids shall be accompanied by a certified or cash-check, drawn upon a bank doing business in the State of California or a bid bond for ten per cent (10%) of the amount of the bid, payable in the City of Anaheim, and the successful bidder or bidder will be accompanied by a burial within ten days after award of contract, a surety bond payable to the said City, and subject to the approval of said City Council, in an amount not less than fifty per cent (60%) of the aggregate total amount of said contract, which bond shall be conditioned upon the faithful performance of said contract.

The overtime rule establishing the rates of overtime and holiday work shall be in accordance with the following: Where a single shift is worked, eight hours of continuous employment except for lunch periods, shall constitute a day's work beginning on Monday and continuing through Friday each week. Where work is required in excess of eight hours in any one day during the work period from 5:00 to 9:00 elm Friday and 12:00 o'clock midnight Saturday, such work shall be paid for at the minimum rate of one and one-half times the basic rate of wages, and on Sundays and holidays such work shall be paid for at the minimum rate of double the basic rate of wages, except as otherwise provided in the September, 1958 revision of the A.G.C., B.C.A., H.B.I., E.G.O.C.A., and A.F.L.-C.I.O., Southern California Master Labor Agreement.

NOTICE INVITING PROPOSALS FOR FURNISHING FABRICATED, REINFORCED CONCRETE STEEL CYLINDER PIPE AND FITTINGS, INCLUDING RUBBER GASKETS FOR INSTALLATION, WORK ORDER NO. 1728.
NOTICE IS HEREBY GIVEN that sealed proposals will be received by the City of Anaheim at the office of the City Clerk up to the hour of 2:00 o'clock P.M. on the 11th day of February, 1960, and will be opened on said date at the hour of 2:00 o'clock P.M., in public in the City Council Chamber in the City Hall in the City of Anaheim, State of California, by the City Clerk and the City Engineer, for furnishing the following approximate quantities of fabricated, reinforced concrete steel cylinder pipe and fittings, including rubber gaskets for installation:
Item 1—5,983 Lineal feet of 14-inch concrete, steel cylinder water pipe.
Item 2—5,000 Lineal feet of 16-inch concrete, steel cylinder water pipe.
Item 3—21 six-inch outlets.
Item 4—21 six-inch outlets.
Item 5—7,128 x14" x12" Crosses.
Item 6—816 green-inch end flanged outlets.
Item 7—1-16 x16" x12" Crosses.
Said pipe and fittings shall conform to and comply with either of the following specifications:
In these specifications the following definitions will apply:
A.W.W.A.—Amherst Water Works Association; B.Park Ave.; New York 16 New York.
APPROVED—Approved by the City Engineer or Director of Utility.
TYPE I PIPE—Concrete steel cylinder water pipe consisting of a welded steel cylinder with circumferential steel reinforcing rod wound spirally under tension around the cylinder, concrete coated and lined.
TYPE II PIPE—Concrete steel cylinder water pipe consisting of a steel cylinder concrete lined and coated with helically wound reinforcing wire embedded at the approximate center of the coating. The total required steel area shall be provided by National Civilian ORTRE SPECIFICATIONS FOR TYPE I PIPE: Type I Pipe and Fittings shall conform with Federal Specifications SS-P-281, dated September 18, 1958.
DETAILED SPECIFICATIONS FOR TYPE II PIPE and Fittings shall conform with A.W.W.A. C202-49 and A.W.W.A. 205-41, except as herein amended. A.W.W.A. C202-49 and A.W.W.A. 205-41 shall apply to all pipe sizes covered by these specifications.
The Boel cylinder shall conform to A.W.W.A. C202-49, the minimum gauge steel cylinder shall be made. The concrete protective coating lining shall conform to A.W.W.A. C202-49, except application of concrete lining.

Universal Equipment Operator (Shovel, Dragtion, Glamshall or Crank), Plug fringe labor costs as set forth in the Southern California Master Labor Agreement of Sepamount not less than $110,000.00 for injuries including accidental death of any one person, $30,000.00 on account of any one accident, and property damage insurance on account of any injury incurred by any employee not less than $50,000.00 and public liability insurance to cover vehicles used by him whether on or off the premises in an amount of $50,000.00 for injuries to any one person or $100,000.00 for any on accident, and property damage in an amount of $10,000.00. Compensation and employer's liability insurance shall be maintained during the lifetime of the contract covering all employees on the project. The contract shall be authorized by only the employees of subcontractors are protected by such insurance. Such insurance shall be furnished by companies satisfactory to the City and subject to the approval of the City Attorney as to form and sufficiency.
The successful bidder and any subcontractor and contractors employed by him in the performance of said work or any part of the work said public improvement should be required by only the United States pursuant to the provisions of Sections 4390 to 4395 both inclusive of the Government Code of the State of California.
Pursuant to the provisions of Sections 4390 and 4391 of the Government Code of the State of California, and price, fitness and quality being equal, the successful bidder and any subcontractors or contractors employed by him to do any part of the work on the above described public improvement shall be required to prefer supplies grown, manufactured or produced in the State of California and must be approved by the City Attorney of the City of Anaheim.
The City Council reserves the right to reject any and all bids or waive any informality to the extent permitted by law, and reserves the further right to make an award to the lowest responsible bidder found and determined to serve the best interests of the City of Anaheim.
