Juvenile crime dipped to its lowest point in the past four years in unincorporated Orange County during 1959, but there was much less territory for officers to patrol.
Banker Keynote Speaker for 'Y' Dinner Feb. 3
Stanley L. Zundell, Santa Monica banker, will keynote the 37th Annual Anaheim YMCA dinner meeting at the Anaheim Bowl Feb. 3, according to Everett Gillespie, annual meeting chairman.
Zundell is associated with the Bank of America as manager of the Wilshire Fifteenth Branch in Santa Monica. He is active in the Santa Monica Chamber of Commerce and serves as one of its committee chairman and is active in Santa Monica YMCA leadership. His other community and welfare activities include the Community Chest, Salvation Army, and the Santa Monica Toastmasters' Club, which he recently served as president.
Lt. Russell Campbell, head of the sheriff's juvenile division, reported that 601 juveniles were arrested on various charges by his department last year.
He said this represents nearly 70 less arrests than were made in 1958.
But Campbell and his five-man staff handled an all-time number of cases involving 2,012 boys and 316 girls. The majority did not involve arrests or detention.
Adult crimes against children—particularly neglect and unfit homes soared to record proportions during the year. Campbell said his department handled 201 child neglect investigations and 120 cases involving lack of parental control. Morals offenses against children continued to climb and the juvenile authorities handle the following: 74 child molests, 47 statutory rapes, 40 contributing to the delinquency of minor cases.
In all, the department prosecuted 171 adults, 134 men and
the Wilshire Fifteenth Branch in Santa Monica. He is active in the Santa Monica Chamber of Commerce and serves as one of its committee chairman and is active in Santa Monica YMCA leadership. At the annual meeting Y officers will be installed, new board members inducted and recognitions made, according to Gillespie. Reservations may be made by calling KE 5-2165.
Chargers Sign Four Ex-Rhinos
Four members of the Anaheim Rhinos football team in 1958 and 1959 have signed with the new American Professional Football league.
SIGNED by the Los Angeles Chargers are Allan Hoisington, Dick Larson, Herb Adams and Bob Keller.
Larson was one of the best junior college passers in the nation when he played at Fullerton. Adams, a running back, is from Alabama. Keller was a defensive linebacker and Hoisington, an end.
North Co. Goodwill
Goodwill Industries, Inc., opened its first North Orange county outlet this week. The new store is located at 333 S. Brookhurst Ave., Fullerton.

Fullerton Man Will Direct U.S. Census In Orange County
The cogs and wheels are being oiled in Orange county for the impending 1960 census.
Machinery for the nose count is being set up in an office in the west wing of the Orange county juvenile hall in Santa Ana.
The population census will be under direction of Abbott R. Williams of Fullerton. Assistant supervisor is Charles M. Travis of Newport Beach.
Anaheim—the county's most populous city—has the second largest elementary school environment.
According to the county school office, Anaheim had an average daily attendance of 12,435 elementary school children during December; 1959.
Garden Grove, with an AL of 16,273, led all county cities.
At the secondary level, seven and eight, Anaheim far off stripped other cities with an average daily attendance of 6,618. In grades nine through 12, Anaheim schools had an average attendance of 13,877.
Santa Ana was second at high school and junior college level with 6,618.
Meet Anaheim's
Allan and Evelyn Cummings of 1732 Bowling St. made a bit of Anaheim history this week.
He's the city's 100,000th resident. She, of course, is the community's 99,999th citizen.
Booming, growth-conscious Anaheim really rolled out the red carpet for the Cummings Monday.
It had been sort of a countdown for community leaders until the Cummings telephoned local utility companies last week and told them they were moving in this week.
Utility company officials knew that the Westchester, Calif., couple represented a new era in municipal history—the 100,000 population mark—but they kept it a secret from the Cummings.
"Knew Something Was Up"
"I thought something strange was going on," said handsome Mrs. Cummings, "when the girl at the utility company asked so many questions."
"But I never dreamed of this."
Outside their $30,000 home was a virtual cross-section of the city's business, civic and political leaders.
Mayor A. J. Schutte held a big golden "key to the city" which he handed to Mrs. Cummings with some old-fashioned speech-making.

2 Anaheim Men Hurt In Plunge Of Sports Car
Two Anaheim men were injured when their sports car plummeted over the edge of a road bank and crashed into a power pole 14 feet above the ground.
INJURED and taken to Fullerton Community hospital were Bernie Edwin Scott, 21, of 1325 Margate St., the driver, and his passenger, Robert B. Swan, 39, of 905 Grafton Pl.
Highway patrolmen said the pair were driving on Carbon Canyon Rd. when the car missed a curve near Ross Ave., struck the pole halfway up its height and fell back on the road.
North County Scout Chief Dinner Today
Scouters and their wives hold the annual Recognitionner of the Northern Orange City Council of Boy Scouts today at the Chrysler Training Center in Anaheim.
The dinner is open to all interested in Boy Scouts and will be attended by civic officials and presidents of organizations sponsoring Scout units in the Council. Others will join the nine scouters appointed lead the Jubilee Jamboree To Colorado this summer.

Azores Boy Has Language Woes, But Finds Local School Is Fun
Tony Salvador is a 10-year-old boy whose move to California opened a whole new world for him. He came with his parents from the Azores and enrolled at Mira Linda school in Centralia School district. Tony’s third grade teacher, Mrs. Ruby Elving, says Tony is an apt and willing pupil, even though he knew no English when he entered school Sept. 21, a week after the opening date.
Seals, Gilbert in As Shrine Prexys
Jake Nelson and Gilbert Seals were installed this week, respectively, as president of the Valencia and Gold Coast Shrine clubs.
The installation banquet was held at the Irvine Coast Country club, Newport Beach.
OTHER VALENCIA officers include R. F Nipper, vice president; Forrest Whitehouse, secretary and Robert Chapman, treasurer.
Gold Coast officers for 1960 include Cy Tucker, vice president and secretary-treasurer; Joe Peters and Glyn Boies, vice presidents.

Woman, 103, Dies
One of Orange county's oldest residents, Mrs. Julia (Aunt Julia) Lewis of Santa Ana died Sunday. She was 103. Services were held Wednesday and interment was in Fairhaven cemetery.
Pupil and classmates discovered early that sign language is universal. James Lavold, principal, observes that other children and the newcomer were interesting to watch. Youngsters knew the rules would use many energetic gestures trying to keep Tony from infringing and getting into trouble on the playground. Sometimes the lad can't resist a mischievous impulse when there is something he wants very much to do and which may be forbidden. In the beginning, he found he could say "No Speak English" as easily when he did catch on as well as when he relayed didn't understand.

Keystone Savings Assets Up 105%
Keystone Savings and Loan association, 312 West Center St., reports an increase of 105% in total assets during 1959. This is more than five times the industry average, according to Keystone's president, Ronald W. Caspers.
Keystone's assets increased $2,-589,755 this past year to a total of $5,042,303.48, making Keystone the fastest growing savings and loan in Orange county, according to Caspers.

Val Sage and Georgiann both of Anaheim, won honors the recent Eastern Conference Forensic Contest held at O'Coast College.
Sage captured oratorical halls and Miss Steed the women promptu contest. Both are Rington Junior College students.

Fellow Execs on Hand
Fellow Hughes executives, Clarence E. White, administrative service manager, and H. R. Dentz, public relations representative, were on hand as an added surprise.
Anaheim Union high school band struck up a stirring march as they swung down the quiet residential street and motorcycle patrolmen led the cavalcade of dignitaries and Mr. 100,000 and the Mrs. across town from city hall ceremonies to their new homestead.
A smart Marine Corps saber guard from the Anaheim Marine recruiting office added to the color of the occasion.
Then there were gifts—$3,000 worth—from local merchants.
The gifts included a year's supply of bread, hi-fi set, mattress, carpeting, drapery, a hind quarter of beef, a $200 ring, three month food supply, an electronic organ, fencing, patio furniture, clothes and hundreds of gift certificates.
That night the Cummings became Southland-wide celebrities by putting in an appearance on George Putnam's television news show on Channel 11.
"I think I'll like it just fine here," said Cummings, who is an executive in the Hughes Aircraft Co. plant in Fullerton.
Cummings wasn't tongue-tied either. He should not be. He's president of Hughes Toastmaster Club.
The 54-year-old administrative assistant, who lived for 15 years in Westchester, didn't appear to be homesick.

Hope to Set Huge Financial Proposal
For April 12 Municipal Election
Anaheim City Council has approved an estimated $12 million capital improvement program and ordered city officers to set up machinery for an election.
The approval of the vast project to which a new police building was added at the last minute came after lengthy discussions and some earlier opinion from business interests.

Magnolia school district will begin construction of its seventh school plant soon.
The facility—to be known as Esther Leuschner Walter school—will open this fall.
It will be located on a site on the east side of Magnolia Ave. between Katella and Cerritos Aves.
First phase of construction, according to School District Business Manager Rex Nerison, will be nine classrooms and two kindergarten rooms.
Plans call for adding a multi-purpose room, seven classrooms and an administration building in 1961.

Old Age Filings Gain
A lot of Orange Countians are getting old.
Santa Ana Social Security office announced that it processed 8,283 applications for federal old age and survivors insurance benefits during 1959.
In addition, the office put a lot of young people to work by issuing 24,866 social security account numbers.
The office also announced that it handled 1,142 claims for disability insurance.
To Have Twins
Mr. and Mrs. Mickey Flynn of Ontario are expecting the birth of twins in February. Mickey, as football enthusiasts recall, was all-CIF player of the year while playing halfback at Anaheim high.
Red Cross Sets Goal
Anaheim Red Cross drive goal for 1960 is $35,699.
Total county Red Cross budget during the fiscal year beginning July 1 has been set at $5,039,651.
Little League Signup
La Palma Little League will hold its player sign-up for the 1960 season from 1 to 8 p.m. Saturday at John Marshall school. Boys, ages 9 to 12, are eligible for play.
