Face-Lifting Plan Covering 20 Years Fullerton Idea A 20-year face-lifting for Downtown Fullerton will be placed under way if proposed plans submitted by the Chamber of Commerce's Downtown Improvement and Redevelopment Committee meets with favor by the City Council. If the plan is adopted the center of Fullerton will change radically over the next 20 years as the city goes into a program of beautification and commercial development which, it is hoped, will win national recognition. Presented to councilmen by Committee Chairman Forrest Miller, the program plans for the development and improvement of the downtown area for the specific ambition of attracting commercial establishments into the area. The program will progress as population, estimated at 158,000 by 1980, increases.
