Three Anaheim Residents, Including A State Highway Patrol Officer Meet Death in Traffic Mishaps Orange County's traffic death toll rose to 130 with the death of two Anaheim residents, one an Orange County California Highway Patrol Officer. This compares with only 94 for the comparable period last year. The second death was that of a man, 91, killed when run over by a truck. A third fatality was that of an Anaheim youth, killed in a crack-up in San Diego. A fourth was that of a man killed in a motorcycle crackup. The dead: Traffic Officer Leonard Walberg Winney, 27, of 2204 Spinnaker St., Anaheim, believed killed instantly when his cycle collided with a truck driven by Mack Tredway, 54, of 2223 S. Evergreen St., Santa Ana. Herman Tessner, of 403 E. Center St., Anaheim, killed when run over by a semi-tractor trailer at Olive and Center Sts., Anaheim. Norman W. Dybell, 19, son of Norman T. Dybell, of 827 S. Gilbert, Anaheim, killed instantly and a companion seriously hurt when their car went out of control in San Diego where Dyball was stationed with the Navy. He was a 1958 graduate from Anaheim High School. In the Navy for Highway, operated by Tredway. CHP officers reported Winney was traveling toward Santa Ana on the Canyon Highway when Tredway's truck made a left turn off the eastbound lane of Highway 18 across Imperial Highway. The truck driver did not see Winney's cycle and Winney did not have time to stop. Winney joined the Orange County CHP in 1956 and had been a lifelong Anaheim resident. He was a Navy veteran of the Korean War and a 1950 graduate from Anaheim High School, also a member of the Holy Name Catholic Church in Orange. Services were held Tuesday at 9 a.m. in the church with burial in Holy Sepulcher Cemetery at Orange. Surviving are his widow, Paula Jean; a son, Joseph Anthony, 22 months; a daughter, Eleanor Jean, 21 months; his parents, Mr. and Mrs. Arthur L. Winney, Garden Grove; two brothers, Michael A. Winney, Anaheim, and Arthur L. Winney, Placentia; a half-brother, Lt. Cmdr. Carl Hawkins, with the Navy in Japan, and six sisters. Mrs. Kathleen Rose, Venezuela, Mrs. Margaret E. In the Navy for about a year, he was rated as a Navy fireman. Nine Hurt In 4-Car Crash Nine persons were injured, one of whom was treated at Anaheim Memorial Hospital, in a four-car crash at Orange and Brookhurst. Police report the car of James Emmett Melvin, 38, of Garden Grove, struck three other cars stopped by a red light at the intersection. Cars were driven by Charles Burton Andrews, 22, of 9842 Palais; Bobbie Ann Petty, 20, of 9652 Cerritos, and Aaron Baker, 29, of 938 S. Lemon. Melvin was treated at the hospital for a severe scalp wound. The eight others hurt were all in a car driven by Andrews. They were Barbara Ann Andrews, 20; Dianne Lynn Andrews, 14; Joseph Paul Albarella, 30; Angelina Onn Onofrio, 25; Lillian Albarella, 20, all of 9842 Palais; Luther Harrison and Penny Mae Henry, 13, of 903 Sylvan. Was Chasing Speeder Traffic Officer Winney was killed while chasing a speeding motorist. His cycle crashed into a heavy gravel truck in Santa Ana Conyon Highway at Imperial County Schools Hit Record Level Total school enrollment from elementary to the junior college level in Orange County reached 278,611 for October. Linton T. Simmons, county superintendent of schools reports. This is a 34-048 increase over the corresponding period in 1958. Tessner who is reported to have been interested in trucks, arose from a bench near the intersection of Olive and Center Sts., and walked out to the truck waiting for the signal light. He was examining the wheels when he somehow fell as the truck started out on the green light. The truck driver, William Marsh, 27, of Orange, an Island Transportation employee. Tessner, a retired citrus rancher, was born in Wisconsin and had lived here 40 years.. Services were Monday at 2 p.m. in Backs, Troutman and Kaulbars Mortuary, with burial in Hairhaven. Surviving are a son, Norman Tessner, Anaheim, a daughter, Mrs. Frances Klug in Wisconsin, and a sister, Mrs. Meta Schaefer in Illinois. Thomas Albert Clifford, 25, of 801 West 3rd St., Santa Ana, was killed when his motorcycle failed to make a curve in Silverado Canyon Rd., California Highway Patrol officers said Clifford apparently lost control of the cycle and died instantly in the crash on the curve. 'Right-of Way' Crashes Cited Capt. F. E. Winchell commander of California Highway Patrol's Anaheim Area is discussing faults usually having disastrous effects, emphasizes that "it is better to yield than to take the right-of-way." "Violation of the right-of-way provisions of the Vehicle Code is second only to excessive speed as the cause of traffic accidents," he continued. Bill Arnold Head School Bus Driver The new president of Orange County Bus Driver is Bill Arnold, the station supervisor for City School. Kuchel Hits Defense Contract Maneuvers Senior U. S. Senator Thomas H. Kuchel of Anaheim, addressing 225 business and civic leaders at a Chamber of Commerce luncheon in Los Angeles, advised that recent legislation designed to draw defense contracts away from California plants failed to get beyond committee at the last session of Congress. Senator Kuchel also made a blistering attack on the philosophy of the various measures proposed, especially the Javis-Keating bill, sponsored by the New York senators. This bill would have had the Defense Department award contracts with a view of helping economically depressed areas. The assemblage was one of the largest ever to attend a chamber luncheon. Capt. F. E. Winchell, commander of California Highway Patrol's Anaheim Area is discussing faults usually having disastrous effects, emphasizes that "it is better to yield than to take the right-of-way." "Violation of the right-of-way provisions of the Vehicle Code is second only to excessive speed as the cause of traffic accidents," he continued. "Probably the most frequent violation of right-of-way occurs at intersections that have neither traffic signals nor stop signs. "Highway Patrol records show that during 1958 more than one-half of the collisions at intersections causing death or injury were between vehicles entering the intersection from an angle. Someone failed to yield the right-of-way in all these accidents." Capt. Winchell suggested that if all drivers took the attitude that if there is any doubt at all that the other fellow has the right-of-way, intersection collisions would soon be appreciably reduced. Candidate Pickers By Anaheim Demos The Anaheim Democratic Club has named Herb Eggett, president, and Art Egbert, its vice president, as members of the County Candidate Development Committee which studies and recommends candidates for next year's elections. The club meets at the Home Savings and Loan Association Building, Claudina and Center Sts., Anaheim. Held for Attack On Baby Sitter A charge of attempted criminal attack confronts Richard R. Wilson, 43, of 6701 Naomi St., Buena Park, Friday, in Superior Court in Anaheim. Anaheim - Fullerton Municipal Court ordered Wilson held on a charge by Buena Park police that the suspect attempted to criminally attack a baby sitter. A second charge that the baby sitter was molested was dismissed by the court. Executives to Hear Address by Kuchel The Orange Coast Chapter, Society for Advancement of Management, meeting in The Palms Restaurant in Anaheim on Nov. 18, will hear an address by U.S. Senator Thomas H. Kuchel. John L. Barta, Garden Grove, secretary of the unit, says reservations may be made by calling the Palms. Reservations for the dinner meeting will be limited to 225 persons, he explained, adding that the public is invited.
