Supervisors Back Reapportionment
Orange County would receive two state senators under the 20-10 reapportionment formula for dividing the 40-member State Senate equitably between the more populous Southland and the relatively thinly populated North.
Such a plan has won the approval of a special subcommittee of the Southern Empire Regional Association of County Supervisors.
Frank G. Bonelli of the Los Angeles County Board of Supervisors, halls the subcommittee's note as a major victory in the reapportionment issue to be put before the voters in the November 1960 election. Under the plan, Los Angeles County with six million population, would have seven state senators instead of one as of present.
With 61 per cent of the population, the 13 southern counties presently have only 11.2/3 per cent of senators for nine million inhabitants, while northern counties, six million, population, have 28.1/3 per cent of senators.
Under the new plan San Diego would have two senators, and the combined counties of San Bernardino, Inyo and Mono would be represented by two senators.
One senator would be allotted to each of Riverside, Ventura, Santa Barbara, Imperial, San Luis Obispo, Kern and Tulare Counties.

Orange Unit Will Stage Symposium On Water Needs
With Anaheim's need for a new reservoir projected in the report of the Citizens Committee for Capital Improvement to City Council, the focus turns to the Orange County Water Works Group symposium on water Dec. 2 in Disneyland Hotel.
The county's 21 cities' water storage facilities should be at least doubled if they are to adequately cope with peak load demand, according to Walter Blume, member of the group's Executive Committee and manager of municipal activities for Fullerton. During the symposium, first of its kind in the country, Blume will provide a resume of Fullerton's progress in increasing its water storage and other facilities to ultimately serve a 100,-000 population.

Supervisor Claire Nelson the board proposed to proceed with the recruitment of an administrator as soon as job specifications are formulated. No recruitment will be made until after the board agrees on duties of the office.
Supervisors Cy Featherly and William Phillips approve the proposal provided the board remains complete authority over the position. Supervisor Phillips, however, would avoid restricting the duties of the office to a point where the administrator might "handcuffed"—unable to carry routine duties.

RAILROAD FEATHERBEDDING:

NATION—INCLUDING YOU—EVERY YEAR
Featherbedding on the railroads — pay for work not done or not needed — is costing the American people the shocking total of more than $500,000,000 a year.
You pay for it every time you shop, because featherbedding costs are hidden in the price of everything you buy.
Obsolete union work rules, involving the railroad operating employees, are responsible for this gigantic burden. Right now, for instance, these rules require every diesel locomotive to carry a fireman — even though diesels have no fires to stoke, no boilers to tend.
The forthcoming negotiations between the railroads and the unions are urgently important to the whole nation.

In asking the unions to drop these featherbedding rules, all the railroads ask for is a fair day's work for a fair day's pay.
