Kuchel Reports On Status Of Pollution Bill The Federal Government will continue for another four years as the result of a nine-month drive by U.S. Senator Thomas H. Kuchel of California and the Anaheim area to take part in the search for means of controlling air pollution. The present law to eradicate "smog" was extended until 1964 by the 86th Congress as one of its final acts adjournment. Unless Congress had taken this course, all Federal activity in the air pollution fight would have ended next June 30. The Senior California Republican, author of the original Air Pollution Research and Technical Assistance Act, made a successful and determined campaign to assure four-year continuance of investigation, experimentation and research programs being conducted by and under direction of the U.S. Public Health Service. He twice won unanimous Senate approval of a bill he introduced early this year, with Senators Clair Engle and California and Richard Clark of Pennsylvania as co-sponsors, and in the end brought about acceptance of its principal feature by the House of Representatives. Kuchel's first victory came April 13 when the Senate passed in amended form the Republican Whip's measure preventing expiration of the Research Act in 1960. After weeks of delay, the House of Representatives fresh point of view...from Pontiac! Another fresh one from Pontiac! The inspired beauty of perfect proportion! The precision control of Wide-Track Wheel Design! The softer ride of supple suspension! The wide choice of vigorous Tempest V-8 Engines tailored to economy or high performance! Kuchel's first victory came April 13 when the Senate passed in amended form the Republican Whip's measure preventing expiration of the Research Act in 1960. After weeks of delay, the House of Representatives over four months later approved a substitute bill providing only a two-year continuance of the law under which various Federal agencies have been trying to track down causes of and discover cures for "smog." After making remarks on the Senate floor and taking up the question with Senate leaders, Kuchel persuaded the Senate to substitute the text of his bill for the language of the House-passed measure. When the House refused to accept the Senate version, a conference was held between the two branches of Congress. The final compromise, represented a major victory for Kuchel, who had said "it would be most foolish" to put a two-year deadline on research efforts. Under the terms of the conferees' agreement, the termination date of the 1955 Research Act was extended to June 30, 1964 and additional appropriations of $5,000,000 per year were authorized. "Air pollution is widely recognized as a still-un-solved national problem. Unfortunately, it is likely to remain one for many years," Kuchel said in commenting on the action taken by Congress in its closing hours.
