YOUR LEGISLATOR AT WORK! Most people believe in the idea of "freedom of the market place," though few of us could do more than give a rough definition of the term. But California homeowners who save and redeem trading stamps are acutely conscious that legislative attempts to restrict or prohibit their use would seriously endanger that essential American freedom. At every recent regular session of our Legislature, several bills have been introduced to limit or wipe out trading stamps. Some introduced in the 1957 session were referred to Senate and Assembly committees for interim study, and the factors involved in them were thoroughly investigated at hearings held all over the state. Legitimate trading stamp companies provided these committees with full information on their operations. Merchants using stamps gave their reasons for doing so, and described the effect on their business. Stevens, 71, a native of Virginia and resident of Anaheim for four and one half years, were conducted yesterday at Hilgenfeld Mortuary Chapel with the Rev. Reuben Olson officiating. Burial was in Harbor Rest Memorial Park. Mrs. Stevens, who made her home at 1402 Pinewood Ave., died at Capri Lodge. She was a member of the First Baptist Church. She leaves her husband, Joseph Lewis, one daughter. Mrs. O. B. Pamington of Anaheim, two brothers, H. V. Hall and Robert Hall of West Virginia, and five grandchildren. Richard J. Dugdale Funeral services for Richard J. Dugdale of 410 S.; Melrose St. were held in the chapel of Backs-Troutman and Kaulbars with the Rev. James Forrester officiating, assisted by the Rev. Ruben A. Olson, pastor of the First Baptist Church. Interment was in Loma Vista Memorial Park. Mr. Dugdale died at Lockman Foundation in Santa Ana where he was office manager for the past 16 years. He was a member of the First Baptist Church of Anaheim. He is survived by his wife, Cora L., two sons, Richard B. and Harry W., one sister, Mrs. Jennie Nicklin, and four grandchildren. Everett 'Wise Funeral services for Everett Oakley Wise, 68, of 1612 E. Broadway, will be conducted in Spokane, Washington and burial will be in the family plot in the Newton Cemetery in Newton, Iowa. He is survived by his son, Paxton D., a sister, Mrs. William Brayton of Fresno, two brothers, Lewis Gilbert of Leavenworth, Wash., Leslie D. of Salem, Ore., and three grandchildren. E. R. Murillo Funeral services for Esmerencia Ruiz Murillo, 99, a native of California and resident of Anaheim for 98 years, were held at St. Bonifce Church and burial was in Holy Sepulcher Cemetery. Rosary was recited last night in the chapel of Backs-Troutman and Kaulbars. Mrs. Murillo died at her home, 232 E. Sycamore St. after a prolonged illness. She was born in San Diego and came to Anaheim at the age of one. She is survived by one son, Otillo Murillo, of Anaheim, two sisters, Mrs. Felicitas Lopez of Escondido and Mrs. Delores Ortegia of Lancaster, and many nieces and nephews. cfi grew out of the comstudies. Principal cause of complaint against trading stamps was the "improper activities of irresponsible trading stamp companies" (to quote the new law itself). Stamp companies failed to set up proper reserves for redemptions, failed to fill redemption orders accompanied by the proper number of stamps, closed redemption centers without notice to merchants or the public, and even discontinued business without notice to anyone. Under previous law, there was no way in which stamp savers could protect themselves against such possibilities. The new law defines "trading stamp" so as to exclude any device used by the manufacturer or packer of any article to advertise or sell it (boxtops and the like), any device issued and redeemed by a newspaper or magazine, or any device issued to the customers of a single merchant and redeemed only by him.
