EDITORIALS
Public Information—Two-Sided
An editorial carried by a daily newspaper in neighboring Garden Grove points up the problem the press constantly faces in bringing information to the public on municipal government.
The editorial declares the fact that one councilman there has objected to the release of a road deficiency report and information about a baton twirling class before he (the councilman) knew the existence of either one.
And to correct what the councilman obviously believes is a faulty public information situation, he asked information for the public be made to the city council before release.
To quote from the editorial:
"This concern of the councilman's over sequence and procedure in matters of public information evidences his belief that information about the city should be managed, i.e., controlled in such a way and in such a place that it will not offend his ideas about who should learn what when.
"And to our way of thinking, this is where he slides into the old trap that has ensnared the less-than democratic minded person-including a host of American bureaucrats and elective officials without end.
"This is the position of the elite—that they know what information should be spooned to the public, exactly when through which channels.
"Now we submit as we have many times before that information about city government should be had for asking, from the policeman on the beat to the mayor. We believe information about our city should be instantly available at any hour of the day or night; that if it is not readily available that each public employee has responsibility to get it available.
"Whether this infomation is good or bad is quite beside the point. The point is that the public's information, bought and paid for by the public. It is no one's to withhold, to channel, nor to color."
The Gazette agrees wholeheartedly with these ideas.
Fortunately, however, Anaheim is not that unlucky to have a public official or officials who believe that city business project construction not the only type of public work engineering in which California will be setting new records ing the coming generation.
1959 session, in addition to acting major water legislation also passed a freeway bill will provide for the largest tem of such highways in state. Already signed by Governor, the measure is law.

Fortunately, however, Anaheim is not that unlucky to
have a public official or officials who believe that city business is their own private information.
And it is to the credit of the city manager's office on
down to the various other departments that newspaper reporters do enjoy cooperation from Anaheim City Hall.
Yet, the fact remains—this problem of public information is a two-sided responsibility.
Not only is it the responsibility of city officials to offer
all information to the press; it is the responsibility of the
press to make sure that his information is relayed to the
public accurately.
Unfortunately in the past a small minority of the press
has not always lived up to its responsibility. There was one
such situation occurring last week by another newspaper
after the city held a press conference on salary increases for
city employees.
Either incorrect reporting or willful omissions by
some newspapers have tended to make some public officials
skeptical of the press.
You can not really blame them. If newpsapers are to demand that public officials give them all the "public business," then it is the newspaper's duty to make sure it does
a competent job of relaying that information to the public.
Peace Despite Small Differences
There is little doubt that any city administration can
be criticized. And in this day of suburbia and its huge
growth, particularly in Orange County, it's a little difficult
to find every resident satisfied with municipal government.
But Anaheim residents should consider themselves
lucky. They should be thankful that dissension similar to
that brewing in neighboring cities municipal government
is not the story here.
At least Anaheim councilmen each week are able to run
through between 40 and 50 items without leveling a blast
at their city manager or wasting time arguing among themselves.
This, of course, is not to say that our five councilman
always concur wholeheartedly on every matter. A look at
their voting record indicates otherwise.
But it is to the city's credit that our councilmen are able
to put down their minor differences and conduct city business in an orderly fashion at their regular meeting each
Tuesday evening.

And besides, most guys are would-be supermen.
These observations come, strangely enough, from a member of the so-called stronger sex — Thomas Fansler.
In support of his opinions, Fansler, director of the home division of the National Safety Council, cites such facts as these:
1. Seven out of 10 persons who die in accidents are males.
2. Males are killed more often than females in accidents involving motor vehicles, fires, drownings, firearms, railroads, poison gases and poisons.
"In a recent year," Fansler pointed out, "men were killed three times more often in motor vehicle accidents than women."
Thirty years ago, the average white female lived about three years longer than the average white male. Today she can expect to outlive her man by more than six years.
A big reason for this, according to Fansler: women are more careful working and playing than men.
"If there's a hazardous job to be done around the house," Fansler explained, "the man does it. Besides, men's jobs involve more hazardous tools."
"And men so often are showoffs."
Solution to the problem? The little woman.
"Women," said Fansler, "can do a lot to keep their men alive. They can encourage them to play it safe when doing odd jobs around the house."
"They can persuade hubby he isn't expendable, that he doesn't have to keep proving himself."
"No woman wants to be a widow—even of a would-be superman," he said.
