One Step Toward Economy Made in Legislature
This newspaper never has been indisposed to printing evidence of the exorbitant costs of operating government, including the legislature itself, but takes equal pleasure in reporting an occasional ray of light toward economy.
Such a bright spot turned up recently in an announcement by Assembly Speaker Ralph M. Brown (D-Modesto) that the state will begin saving an estimated $5000 a month through elimination of unnecessary sustaining — and in effect, are being subsisted by the legislature.
A case very much in point is that of the state printing plant. In fact, if the charges are not padded, to provide false economical made to the legislature for printing works claims for other state departments then the cost of operating the state printing plant must be very high indeed.

Such a bright spot turned up recently in an announcement by Assembly Speaker Ralph M. Brown (D-Modesto) that the state will begin saving an estimated $5000 a month through elimination of unnecessary pages in the Assembly Daily History. They are pages which have been printed each day, four days a week, without change, and also appear in the larger volume, the Weekly History.
The general practice in the legislature and in state government itself is to take a dim view of such small savings, as being isolated examples which do not make for any real economies in government. Included in this dim view are such instances as two recent conferences which were cancelled at the request of Gov. Edmund G. Brown, for a total savings of perhaps $20,000.
However, real economy in government can inly start with such isolated examples. On the day when they become the practice rather than the exception, real economy will exist and perhaps the taxpayers may get off with less of a bite.
On the matter of the high expenses of operating the legislature, much criticism accrues, and rightly so in many instances. State departments must have their budgets scrutinized, however lightly, by the legislature, but the lawmakers hold the final word on their own expenditures.
It’s not surprising then that the legislature, on paper, pays a dear price for services rendered by state departments. Other departments then may be given similar services at reduced rates — to appear self-sustaining — and in effect, are being subsidized by the legislature.
A case very much in point is that of the state printing plant. In fact, if the charges are not padded, to provide false economics made to the legislature for printing works claims for other state departments then the cost of operating the state printing plant must be very high indeed.
For a look at the charges of the legislature for relatively simple printing jobs shows prices far out of line with private industry. In addition, the legislature receives no quantity reduction.
For instance, the legislature is charged $7.92 for 500 bond letterheads. The price for 2000 bond letterheads is exactly four times the amount for 500, or $31.80. The legislature at $14.76 per thousand bids.
Tinted Monarch envelopes are billed at the price on an order of 2500 shows no quantity discount and amounts to $36.92.
Perhaps one of the most exorbitant charges made for the legislature is on scratch pads. During February, one showed 15 members and three attaches we provided with 251 scratch pads at a total of $175.61. This amounted to about 70 cents each and most printing plants in California would be happy to turn most of their efforts to producing the little pads at such a price.
Personal cards for the members all represent considerable expenses each month and there are some unexplained puzzles in the billing for them. Cards printed on side are billed at a rate of $15.58 per thousand and, no matter the size of the order.
However, cards which are known as "Capitol Cards," bearing a full color picture of the capitol on one side and the member name, address, etc., on the other are billed at only $14.75 per thousand.

162 Youths Take Part in Day Camp
Currently 162 Anaheim boys and girls are taking part in the third Anaheim YMCA day camp program.
A day trip to Long Beach Naval facilities was held yesterday and an overnight trip to O'Neal Park Thursday are among features of this week.
Some openings are available in the final three periods, July 13-17. 20-24, and 27-31. Special Wednesday trips will be Corona Beach and Marineland. Because of the interest in Y day camping six periods are now provided rather than four which were held last summer.
