What may be the biggest break in the ranks of labor lobbyists in many years is the battle over the so-called unemployment insurance "package" measure, which has reached real proportions.
As originally presented to the legislature, the bill called for an increase in benefits in the top brackets of earnings, and for the extension of coverage to some 600,000 employees, including employees of state, municipal and county government, and employees of non-profit organizations, such as associations, lodges, churches, and other groups. The Assembly committee, in a revised version of the measure, called for more unemployment insurance from the bottom up, but it also eliminates the inclusion of the government and non-profit corporation employees.

On the other side of the labor picture are the teamsters, the steel workers, and the longshoremen's unions, whose top representative is Vern Cannon, of the Teamsters' Union. Both he and Haggerty have generally agreed on labor policy in the past.
Cannon's Teamster's Union is not allied with the AFL-CIO Group, at least since the Teamsters expulsion from the AFL. And it has been rumored that others came to Cannon from national headquarters of the Teamsters to oppose the Haggerty-sponsored measure.
Now the AFL-CIO group claims the opposition, through securing revision of the original bill, has sliced off more than $7,000,000 in benefits to the workers of the State, and has also cut the chances of the State, county and municipal employees, which number around 600,000—and the non-profit corporation employees—totaling some 60,000, from obtaining unemployment insurance coverage.
Full coverage of all workers in the State has been the goal of labor ever since the unemployment insurance act went into effect. Government employees and agricultural workers, plus the domestic workers, are the larger groups which labor wants in the program to make it universal.
The situation is still in the state of flux at the present time, and due to the approaching close of the legislative session June 19, the wrangling between the labor assembly committee, in a revised version of the measure, called for more unemployment insurance from the bottom up, but it also eliminates the inclusion of the government and non-profit corporation employees.

Governor Brown will be less than happy if this is killed, for the added benefits were one of his platforms during the campaign.
On other legislative fronts, I have received many letters from private employment agencies in Orange County protesting a measure which would cut their commissions down to 25 per cent for the first month on persons for whom they have obtained jobs, providing the jobs do not pay more than $400 per month. These agencies claim they could not possibly stay in business on this small percentage and that many would have to close their doors.
The measure was heard in the industrial relations committee of the Assembly late last week and referred to an interim committee—by the same committee—for study during the next two years. At least the agencies have a reprieve during that time to sell their case.
A revolution was possibly avoided in Venezuela in 1812 when an earthquake destroyed all ammunition of the rebels.

perform work or labor or render services to the contractor in or about construction and the portion of the work which will be done by each subcontractor. If any bid submitted falls to specify a subcontractor as aforesaid, the contractor submitting such bid agrees to perform the work himself.
The successful bidder will be required to furnish a faithful performance bond in an amount equal to the contract price and a labor and material bond in an amount equal to 100% of the contract price. Sold bonds to be secured from a surety or bond company satisfactory to the City Council of the City of Anaheim and shall be approved by the City Attorney as to form and sufficiency before acceptance.
Plans and specifications may be obsolete for the City Engineer or the City Clerk of the City Anaheim, California for the sum of Five (50) dollars, if picked up at said office, or the sum of Six ($6.00) Dollars is forwarded by mail.
The successful bidder will be required to continuously maintain adequate protection of all his work and property in compliance with out of the performance of the contract and to furnish the City with public liability insurance in an amount not less than $100,000.00 for injuries including accidental death of any one person, $300,000.00 on account of any one accident, and property damage insurance in an amount not less than $500,000.00 and public liability insurance in which case not even whether on or off the premises in an amount of $50,000.00 for injuries to any one person or $100,000.00 for any one accident, and property damage in an amount of $16,000.00. Compensation and employer's liability insurance shall be maintained during the life of the contract covering all employees on the project. The contractual employee of subcontractors are protected by such insurance. Such insurance shall be furnished by companies satisfactory to the City and subject to the approval of the City Attorney as to form and sufficiency.
The successful bidder and any subcontractor and contractors employed by him in the performance of said work on an part of the work of said public liability insurance shall be used only such manufactured articles, materials and supplies as have been mined or produced in the United States, and only such manufactured articles, materials and supplies as have been manufactured in the United States substantially all from articles, materials and supplies mined, produced or manufactured, as the case may be in United States provision of Sections 4200 to 4305, both inclusive of the Govern-

Holidays as harmless will be deemed to be New Year's Day construction Day, Independence Day Labor Day, Christmas Day, Thanksgiving Day and Christmas Day. If any of the above mentioned holidays other than Labor Day and Thanksgiving Day falls on Sunday, the following Monday shall be considered a legal holiday.
It shall be mandatory upon the contractor award and upon any subcontractor under him to pay not less than the specified rates of wages to all laborers, workmen and mechanics employed by them in the execution of the contract.
Each bid shall be made out as form to be obtained at once by the City Council on behalf of the City Clerk or a certified or audited check or bid bond for ten (10%) per cent of the amount of the bid made payable to the City of Anaheim, and shall be sealed and delivered to the City Clerk at the City Hall of the City of Anaheim before 2:00 o'clock P.M., on the 25th day of November, as which times applications will be opened in public by the City Clerk and the City Engineer. Sealed proposals shall be submitted in sealed envelopes marked in the upper left hand corner "Sealed proposals for construction of THE PLACENTIA AVENUE SEWER IMPROvement." The above mentioned-check or bond shall be given as a guarantee that the bidder will enter into a contract, if awarded to him, will be declared forfitted if the successful bidder refuses to enter into a contract after being requested to do so by the City Council on behalf of construction shall remain within fifteen (15) days after receipt of awarding of the contract unless such time is extended by the City of Anaheim.
Each bid must specify the name and location of the mill shop or office of each sub-contractor who will perform work or labor on or about the construction or work improvement and the portion of the work which will be done by each sub-contractor. If any bid submitted fails to specify a subcontractor as aforementioned contractor submitting such bid agrees to perform the work himself.
The successful bidder will be required to furnish a faithful perennial bond in as much as 100% of the contract price and a labor and material bond in an amount
