UTT Legislation on the Tennessee Valley Authority is before Congress each year, and this year is no exception. Last week the House passed and sent to the Senate H.R. 3460, a bill to amend the TVA Act of 1933, to permit self-financing by issuing its own revenue. La Reina St., Anaheim, who will be the fair's "vegetable expert" which explains the "mad hat" she is showing off above. The hat featuring a bright, red tractor and miniature vegetables nestled in "grass", is Phoebe's official headgear for all fair appearances. She will represent the agriculture-horticulture department of the big fair in all appearances between now and fair opening on July 14. Volunteers Sought For T.B. X-Rays Dr. Kenneth M. Smith, chairman of the Case Finding Committee for the Orange County tuberculosis and Health Association, today requested the assistance of volunteer groups in helping out with the registration of persons who will be taking chest X-rays at the Orange County Fair from Tuesday, July 14, through Sunday, July 19. "These X-rays, which will be given at the mobile unit located just inside the entrance gate, will be free of charge." Dr. Smith said. With the exception of one year, 1957, since the Fair's inception, these X-rays have been offered, with the aid of professional medical personnel, and voluntary assistance, as part of the association's program to discover any possible new cases of tuberculosis, lung tumors and heart abnormalities. At last year's Fair, 4.-218 X-rays were taken. My prediction is that the President will veto this bill and that his veto will be sustained. The TVA Act of 1933 took the place of the TVA Fertilizer Program of Muscle Shoals, Tennessee, which had become so notorious that it had to be abolished. It was abolished on May 18, 1933 by simply changing its name and greatly increasing its authority. The "charge of name policy" has been used in many other cases when a program falls into disrepute. Just change the name and go on to bigger and greater things, and the time the public catches up with what's cooking, a new name a new agency will take over. This can be repeated ad infinitum.
