Senate Approves Kuchel Bill for Water Project WASHINGTON — For the end time in two years, the Senate has approved a bill of authorizing joint federal construction of the San Project to increase water supply for Central Valley Project in the West side of San Joaquin Valley and to help bring about state-owned Feather River to provide additional water southern California. The bill, of which Senator Engle of California was co-sor, went through the Senate a week-long fight over the nation of land limitation features federal reclamation laws. Kuchel fought uncompromisibly but unsuccessfully to keep the legislation a section which clared firmly that all water chased from the state would subject only to state law. The attack on this phase of bill was led by two Democrat Senators Paul Douglas of II and Wayne Morse of Oregon maintained that California should be required to deny water its portion of the project to land-holdings in excess of acres per person. In the years 1954 to 1959, covered by the report, total tax levies have increased 76.1 per cent while population growth has been only 19.7 per cent. Levies rose at a rate three times as much as the rate of the population gains in the years 1953-54 through 1958-57. For 1957-58, they increased more than four and a half times as fast as the population; and in the current year, the rate of the levy increase was three and a half times as much as that for the population. The increase in levies per capita—state-wide and in the individual California counties—shows up prominently in this analysis of the property tax burden. "On a per capita basis," the report points out, "the levies statewide averaged an increase of 47.1 per cent compared with the 19.1 per cent population increase, for the five-year period. Levies continued to rate of the population growth in 1959-59." Orange County Comparison In the current year, 1959, the property owners in Orange County faced a property tax bill which averaged, county-wide, $120.86 for every man, woman and child, up 23.6 per cent from the 1953-54 levy of $97.81. This compares with 103.1 per cent change in population for the same period. Twenty-two of the 33 counties which were above the 1953-54 statewide average of $85.19 per capita total tax levies are still above the 1958-59 state-wide average of $125.34. Twenty counties from 1953-54 through 1958-59 increased their total per capita costs more than the state-wide average. The percentage changes have ranged from minus 22 per cent to the high of 138.5 per cent since 1953-54. Alpine is the only county showing a decrease in total per capita levies when 1953-54 and 1958-59 figures are compared. State-wide, total property tax levels reached an all-time high of $1.8 billion in 1958-59, the Association study showed. School districts continued to be the largest segment—nearly half with $879 million, followed by counties about one third with $578 million. Together these two jurisdictions account for about four-fifths of all property tax levies. Cities levied $247 million — about one seventh —while special districts billed taxpayers for $148 million — approximately one-thirteenth of the tax load.
