On Thursday and Friday the pupils of the Anaheim public schools were publicly examined in both grammar and primary departments. The exercises were principally in mental arithmetic, geography and grammar. On Friday afternoon many visitors were present, among whom we noticed Mr. Rimpau, Mr. Webber, Mr. Hill, Mr. Higgins, Mr. Schmidt, Mrs. McFadden, Mr. Andrew Guinn, Mr. John Guinn, Mr. Luedke, Mrs. Schmidt, Mrs. Calisher, Mrs. Reiser, Mrs. Blanco, Mrs. Hartman, Mrs. Kuchel, Mrs. Rimpau, Miss Boldt, Miss Kuchel, Miss Swift, Miss Anna Casad and sisters of Santa Ana. At the close Mr. Guinn returned thanks to the visitors and advised the pupils they would meet at 3 p.m. on Monday next and at the same hour each day thereafter for rehearsal for the first public school exhibition ever given in Anaheim, which will take place in the new hall on Friday evening next.
The laborers employed by the Anaheim Light company lately became dissatisfied and struck for privileges. Mr. R. M. Wells, the agent, promptly paid off the last of them, and by a rapid flank movement had a full force of new hands for duty the next day. Chauncey Huggans has taken charge of Frantz's barber shop, and will conduct the same during the absence of the proprietor, who leaves today at noon for Coronado with his pair of ostriches, which he will put upon the road for exhibition purposes. Frantz will ship the birds down overland. Teamster Marsh having been engaged to take them down in a wagon. Three days will be consumed in the trip, and the exhibition will probably open during the early part of next week. Otto Hussman and Frank Eastman go along. After showing at Coronado the aggregation will return to Los Angeles and thence work along the coast to San Francisco where the professor expects to do a big business. Thence the route will be to fame and fortune through the eastern states. The professor drives the only pair of ostriches ever driven to harness and thinks of taking a colored band of expert musicians with him.
The preliminary meeting for the organization of a chapter of Eastern Star was held at Masonic hall on Thursday evening last, when an organization was effected, and the following officers of the chapter elected: Miss Clara Baker, worthy matron; W. M. McFadden, worthy patron; Mrs. McFadden, associate matron; Joseph Helmsen, secretary; E. Barr, treasurer;
Orange County will be the scene of another "first" later this month when new radio station K-EZY, sponsores the first air-ground advertising ever produced.
A giant airborne sign of flashing lights will spell out K-EZY invitation to viewers to participate in its broadcasting test. The message is in

One day last week as Mr. Alexander Hewry was driving a load of hay into town, his wagon ran over an obstruction, throwing him to the ground. As he fell one of the mules which he was driving, kicked him severely, spraining his angle. We are glad to learn that he is now rapidly recovering.
At the meeting of the new city council on Monday last, Mr. John P. Zeyn was elected president, and F. W. Kuelp, clerk, for the ensuing term.
Mr. Ed Polhemus is passing a few days in town. He intends returning to his ranch in Lower California on Monday or Tuesday next. He reports that Mr. C. B. Rawson, Mr. F. W. Athearn, Mr. Patterson and J. E. Bacon are on the road driving their herds of sheep to Lower California. The sheep of Mr. Rimpau are about to be moved to the same destination.
Mr. George R. Butler has just started a large band of his horses through to the eastern states for sale. Mr. E. N. MacDonald, Mr. Cuseibery and Mr. Randall of Wilmington, have already forwarded several thousand head. A thousand head were recently started towards Missouri from off the Laguna Pancho.
Mr. A. P. Clark, formerly of Alpine county, has leased the first floor of the Gazette building, and will, on or about the first of June, establish a business therein. The main feature of which will be books, stationery and periodicals.

James J. Able of 902 Wichita Street, Anaheim, died Monday at the age of 41. He was born in Louisiana and had been a resident

Dr. Gustav C. Zeyn, son of John P. Zeyn of this city, died at his home in Alameda at 7 o'clock Saturday morning. For ten days he had been confined to his bed with an acute attack of erysipelas. On the preceding Monday he became seriously ill and his life was despaired of but as he improved somewhat and had the best medical skill and the assistance of expert nurses, it was hoped he would ultimately recover. Dr. Zeyn was born in Anaheim 33 years ago.
The Baron Carl Rudolf Albert von Steinmetz of Carlsruhe, alias one Arnold of the Los Angeles city jail, has been exposed. He is now in jail in Los Angeles and is known to be an unprincipiled scoundrel, adventurer and knave. The Baron exploded in our editorial sanctum last Saturday morning. He called to demand a retraction of an article appearing last week in which the experiences of one Baron von Dinkelspiel were detailed at length by one of our reporters. Stories of the Baron's bloodthirsty propensities had been wafted into the editorial sanctum ahead of him. The Baron in thunderous tones observed that he had been grossly insulted — most injustly insulted, and the article reflected upon him in a manner that called for prompt and adequate reparation. Now he is arrested and in jail. The unprincipiled lying scoundrel is scarcely deserving of this notice, but we merely refer to him again to set at rest certain matters which have been rumored about town for a few days past.
Some wit has irreverently compared our ever-growing system of California freeways to a huge platter of cooked spaghetti dropped on our state which is gradually covering the whole area. The comparison has its elements of humor, but it hides the very important fact that growth of our freeways is carefully planned, and anything but haphazard.
My job as your senator is to make sure that the laws controlling the development of our state-wide highway system will help the solution of our traffic problems not hinder. Each of us in the legislature must be diligent to protect the real interests of our communities and their people, to see that full consideration is given to all other factors in the determination of freeway routes.
Freeway and Expressway System
It is our legislative responsibilities in this field which have led to the developing and drafting of one of the most important highway measures to be considered at this session. That is a bill which would establish by law a 12,500 mile California Freeway and Expressway System in the general highway system, adding about 1,500 miles to existing state mileage to do so. The measure passed the Senate with no opposition, and is now before the Assembly.
The bill has been carefully drafted to coordinate state planning and action as closely as possible with the needs and planning of local communities and areas in order to make certain that exact routes best meet local conditions and needs. The bill also requires a complete review of the new system every four years, with recommendations to the legislature for necessary revisions, and requires the highway department to cooperate with any advisory committee of local officials to the fullest extent.

JAMES J. ABLE
James J. Able of 902 Wichita Street, Anaheim, died Monday at the age of 41. He was born in Louisiana and had been a resident of Anaheim for four years. He was a World War II veteran and at the time of his death was employed by the Hallamore Electronics Company of Anaheim. He is survived by his wife, Corene and a nephew, Raymond Able, both of Anaheim. Funeral services will be held in the chapel of Backs, Troutman and Kaulbars with Rev. A. J. Casebeer officiating and the remains were shipped to New Orleans for interment.
BERTHA C. JOHNSTON
Bertha C. Johnston, 601 North Los Angeles, 87, died at her home after a prolonged illness. She was born in Ravenna, Ohio. She was a member of the First Methodist Church of Anaheim, the Fidelis Class-of-the church and a member of the Assistance League and Ebell Club since 1918. She is survived by three daughters; Mrs. Lucille J. Borden of Anaheim, Mrs. Art Nygaard of Compton and Mrs. Margueritte Sandilands of Anaheim. Funeral services were held in the chapel of Backs, Troutman and Kaulbars Thursday with Rev. Earl Kernahan officiating and entombment was made in Angelus Abber Mausoleum, Compton.
RALPH W. SEWARD
Ralph W. Seward, 324 East Broadway, died at the Florence Nightingale Sanitarium Thursday after a prolonged illness. He had been a resident of Anaheim for 25 years, and 50 years in California. He was a Past Master of Lodge No. 207 F&AM and Past High Priest of Anaheim Chapter 125. He is survived by his wife, Jessie N., of Anaheim. Funeral services were held in the chapel of Backs, Troutman and Kaulbars and interment was made in the Anaheim cemetery with Anaheim Masonic Lodge in charge of graveside services.
LUCILLE LYON
Lucille Lyon, 905 Fairview Street, Anaheim, died after a prolonged illness at the age of 45. She has been an Anaheim resident of two and a half years. Mrs. Lyon lived in Lubbock, Texas, prior to moving to California. She is survived by her husband, Thomas, and two sons, Thomas and Larry of the home. Funeral services were held in the chapel of Backs, Troutman and Kaulbars with Rev. A. J. Casebeer officiating and interment was made in Rose Hills cemetery.
Much Excitement Raised
During the past few months there has probably been more excitement raised in connection with proposed freeway routes than a World Series on our west coast would produce. Loudly voiced contentions that proposed routes would adversely affect communities involved, would reduce the local tax base, and would retard industrial development, have clouded the issues and have even been reflected in proposed legislation.
Freeway development in California has been spread over enough years so that our legislative committees concerned with it, as well as the administrative agencies have been able to collect facts and figures on the effects of freeway construction.
In that connection, you may recall my mentioning a bill I introduced earlier in the session calling for an additional $10,000,000 be added to the state highway department's revolving fund, with the requirement that the right-of-way division had to purchase the property-designated by the highway commission as a freeway route—within two years after such designation.

I feel confident that the legislation will be adopted by the legislature in the 1961 session, upon completion of the committee's study.

PACIFIC FLEET—Kenenth R. M. Edwards, seaman apprentice, USN, son of Mr. and Mrs. Kenneth C. Edwards of 2137 Konnega Dr., and John W. Roscom, seaman, USN, son of Mr. and Mrs. Fred R. Roscom of 9735 Crescent, Anaheim, are serving aboard the attack aircraft carrier USS Ranger in the Western Pacific.
The Ranger is currently operating with the U.S. Seventh Fleet off Japan and Formosa, providing air striking might to this country's first line of defense in

A RESOLUTION OF THE CITY COUNCIL OF THE CITY DECLARING ITS INTENTION TO MAKE CERTAIN IMPROVEMENTS UNDER THE AWARDS OF THE PRIOR LIGHTING AGE OF DEScribing THE INPROVEMENTS TO BE MADE NAMING THE STREETS UPON WHICH THE IMPROVEMENTS ARE TO BE MADE, REFERRING TO THE REPORT OF THE SUPERINTendent OF STREETS ON FILE IN THE OFFICE OF THE CITY COUNCIL FOR WHICH THE IMPROVEMENTS ARE TO BE MADE AND SETTING A TIME AND PLACE FOR HEADING PROTESTS.
WHEREAS, the City Council of the City of Anaheim is of the opinion that public interest or convenience requires that a portion of the street lighting system be maintained as serviced upon certain streets in the City of Anaheim, as hereinafter stated.

Citing records of the Air Force, which he pointed out is the only service with a four-year enlistment, the California Senator noted the re-enlistment rate of first-term airmen all entitled to G.I. benefits went up from 14.4 per cent in fiscal 1955 to 45.7 per cent in the first six months of the current year. All of those men were entitled to the educational program because they signed up before the 1955 expiration date, he remarked.
"The constantly increasing percentage of reenlistments by regulators would seem to place the Department of Defense's claim in its proper irrelevant perspective," Kuchel told the Senate Committee. "Probably some men leave the service for educational benefits. But I suggest that those men probably would leave the service anyway."

Educational Challenge
Urgent the passage of his bill and revival of the program for various reasons, Kuchel commented "our attempt as a nation in encouraging educational opportunity through Federal action is older than the signing of the Constitution. Today educational opportunity is necessary both for individual advancement and to fulfill the responsibilities and goals of our nation. We have heard about the military challenge of Russia; now we are hearing about the economic challenge; perhaps we should hear more about the educational challenge. To attain security in the first two we need unmatched supremacy in the last one.
The legislation before you seeks to remedy our deficit and meet our needs educationally. Many high school graduates have the mental capacity but lack the financial resources to attend college. That is sad and shocking."
HAROLD NEWTON
Harold Hart Newton, 42, a native son and a resident of Orange, living at 349 S. Lemon Street, died Saturday May 9th at a Los Angeles hospital after a prolonged illness. He is survived by his father, Ernest E. Newton of Orange; one sister, Mrs. Agatha M. White of Inglewood and one brother, Gerald E. Newton of San Pedro. Graveside funeral services were conducted in Melrose Abbey Memorial Park Thursday May 14th at 10 o'clock. Hilgenfeld Mortuary was in charge of arrangements.

The Southern California Master Labor Agreement.
All foremen shall be paid as provided in the A.C.C.A.H.B.I.E.G.C.A.A.A.P.L.-C.I.O.Southern California Master Labor Agreement.
Apprentices may be employed in conformity with Section 1777.5 of the California Labor Code.
The rates per diem wages for each of the various classifications of work shall be the same as prevailing rates of hourly wages multiplied by eight. Eight hours shall constitute a day's work, it being understood that in the event that workmen are employed less than eight hours per day the per diem wage shall be that fraction of the per diem wage herein established that the number of hours of employment bears to eight hours.
The overtime rate establishing the rate of overtime and holiday work shall be in accordance with the following:
Where a single shift is worked, eight hours of continuous employment, except for lunch periods, shall constitute a day's work beginning on Monday and continuing through Friday each week. Where work is required in excess eight hours in any one day the prework before the reall time of time until 5:00 o'clock P.M. Friday and 12:00 o'clock midnight Saturday such work shall be paid for at the minimum rate of one and one-half times the basic rate of wages, and on Sundays and holidays such work shall be paid for at the minimum rate of double the basic rate of wages, except an otherwise provided in the May, 1958, revision of the A.C.C.A.H.B.I.E.G.C.A.A.A.P.L.-C.I.O.Southern California Master Labor Agreement.
Holidays as herein referred to shall be deemed to be New Year's Day, Decoration Day, Independence Day, Labor Day, Veterans Day, Thanksgiving Day and Christmas Day. If any of the above mentioned holidays other than Labor Day and Thanksgiving Day falls on Sunday, the following Monday shall be considered a legal holiday.
It shall be mandatory upon the contractor to whom the contract is awarded and upon any subcontractor under him to pay not less than the specified rates of wages to all laborers, workers and mechanics employed by them in the execution of the contract.
Each bid shall be made out on a form to be obtained at the office of the City Clerk or the City Engineer of the City of Anaheim and shall be accompanied by a certified or cashier's check or bid bond for ten (10%) per cent of the amount of the bid made payable to the City of Anaheim, and shall be sealed and delivered to the City Clerk at the City Hall of the City of Anaheim before 2:00 o'clock P.M. on the 21st day of May, 1959, at which time sealed Coons, Frp, Pearson and Schutte.

Health and Welfare payments shall be made in accordance with the
erty damage insurance in an amount not less than $50,000.00, and public liability insurance to cover vehicles used by him whether on or off the premises in an amount of $50,000.00 for injuries to any one person or $100,000.00 for any one accident, and property damage in an amount of $10,000.00.
Compensation and employer's liability insurance shall be maintained during the life of the contract covering all employees on the project. The contractor shall be responsible that all employees of subcontractors are protected by such insurance. Such insurance shall be furnished by companies satisfactory to the City and subject to the approval of the City Attorney as to form and sufficiency.
The successful bidder and any subcontractor and contractors employed by him in the performance of said work or any part of the work said public improvement will be required to use only such manufactured articles, materials and supplies as have been mined or produced in the United States, and only such manufactured articles, materials and supplies as have been manufactured in the United States substantially all from articles, materials and supplies produced or manufactured as the case may be in the United States pursuant to the provisions of Sections 4300 to 4305, both inclusive, of the Government Code of the State of California.
Pursuant to the provisions of Sections 4330 and 4381 of the Government code of the State of California and prizes, fitness and quality being equal, the successful bidder and any subcontractors or contractors employed by him to do any part of the work on the above described public improvement shall be required to prefer supplies grown, manufactured or produced in the State of California and next to prefer supplies partially grown, manufactured or produced in the State of California.
Each bid shall be accompanied by a Non-collusion Affidavit, copies of which may be obtained from the City Clerk.
The successful bidder or bidders shall be required to enter into a contract with the City of Anaheim in the manner and form approved by the City Attorney of the City of Anaheim.
The City Council reserves the right to reject any and all bids or to waive any informality to the extent permitted by law, and reserves further right to make an award to the lowest responsible bidder found and determined to serve the best interests of the City of Anaheim.
