Mail from my constituents is always most welcome, and particularly when it is in regard to specific questions or ideas which has required some thought on the part of the writer.
This week a Santa Ana insurance man—a personal friend—wrote:
"Seems as tho there is always quite a stir all the time over the deficit in the state's finances. And the end result, if we are to believe the newspapers, and your report (Your Legislator At Work column) invariably ends up with the ugly conclusion that taxes will have to be raised. Why?
"Let's set aside the question at the moment of whether or not taxes are too high, John. What I want to ask is—and I would appreciate an answer to—why can't expenses be cut? Why?
"All good people, including the Murdys' and all good businesses, live within their income. Why can't the State of California? Why?" (Signature.)

I think these are all good questions. If I had the complete control (and I mean complete control) of state government, the state would live within its income. But fortunately under the American system of government our wise forefathers set up for us, no on person does control. You will recall that one of the candidates for governor in the recent election promised California would live within its income if he were elected governor. The people soundly rejected him.
Furthermore, in years past at various elections, the people have frozen into the state constitution — or fixed by continuing law — approximately 68% of the present huge budget. The legislature cannot override the will of the people.
Let me give you an example. Appropriations frozen into our constitution include approximately $1 billion for education. Gas tax and motor vehicle fees are fixed by continuing law, as are the moneys spent for the four categorical aids — aid to aged, aid to blind, aid to needy children and general relief. Thus we find the legislature has control over only about 32% of the total budget. If we were to live within our income, the legislature would have to practically eliminate all funds over which it exercises any control. I'm certain you will agree that would be a trifle difficult not to say impractical.

In addition, remember that about 75% of the 120 legislators were elected on a platform calling for "liberalism" which, when applied to money matters, meant more spending. The man who had been elected on a platform of less spending — either on state or federal levels — in the last six years was a rare individual indeed. Therefore, from a practical standpoint, a reduced — instead of an expanded budget — becomes all most unattainable.
It might be interesting to look at two stacks of mail which I keep on my desk as an object lesson. Both stacks are the same size approximately, but the writers on one stack, like the writer of the foregoing letter, are asking for reduced spending. On the other hand, the other stack represents constituents who request increased state services.
The real puzzler to me is that in a large percentage of cases the signers of the letters were the same in each stack. To increase services, and at the same time reduce taxes, is a good trick. The only trouble is, nobody knows how to perform the trick.
Expenses of government, I believe, can and should be reduced. Many economies that could be put into practice are apparent, but they can only be accomplished when the majority of our citizen cease demanding increased services, both by reason of the law the people pass, and when they again begin to elect people who can stand the pressure and say "NO" when the pressure group turn on the heat.

The nation's 4,780,000 Cub Scouts, Boy Scouts, Explorers, and adult leaders observe Boy Scout Week, February 7 to lift by launching the fourth and final year of the "Onward for God and My Country" program.
The 49th anniversary emphasis is "A Scout is friendly."
Through their World Friendship Fund of voluntary contributions the Boy Scouts of America have helped Scouts in 48 other nations.
America will be represented by several hundred Scouts at the Tenth World Scout Jamberre next July 17-26 in Maldives National Park near Manila in the Philippine Islands.
During Boy Scout Week, honors will go to units that successfully carried out projects in traffic, outdoor, and home safety in last year's Safety Good Turn.
