National Lottery To the Editor: For many years, persistent efforts have been made in Congress and in our California Legislature to break down our century-old anti-lottery laws. Two arguments have been advanced: (1) That the public buys lottery tickets and lotteries may as well be legalized; (2) That the profits from lotteries divided with state or nation would reduce taxes. Such arguments are advanced whenever attempt is made to extend the scope of legalized gambling. Governor James Rolph, Jr., answered the first in his message to the Legislature (1933), vetoling the Maloney bill to legalize race-track gambling, which had been outlawed in California for 22 years. He said: "If the state cannot suppress race-track gambling, at least the state can and should refrain from sanctioning vice and going into partnership with gamblers." Later, race-track gambling was restored to legal status, the state in partnership, on the assurance that such partnership would reduce taxes. The state's share for 1957 was $26,592,104. Your tax bills will show that, enormous as the state's gambling share was, it did not reduce taxes. At the same time the Sabbath bill was before Congress to establish a national lottery, Arthur Brisbane, then America's leading columnist, declared: "A lottery means gambling and gambling is a vice that kills the sense of honor and makes thieves. A man will steal to gamble who would not steal to eat." (San Francisco Examiner for Oct. 20, 1934.) At the same time the Sabbath bill was before Congress to establish a national lottery, Arthur Brisbane, then America's leading columnist, declared: "A lottery means gambling and gambling is a vice that kills the sense of honor and makes thieves. How many cars would you guess are stolen in the United States in one year? 10,000? 50,000? 100,000? The answer is 289,950—for 1957 (latest figures available). This represents some $249 million. And the thefts are increasing. The 1957 figure is nearly 10% greater than the '56 figure which, in turn, was 15% over the 1955 figure. Why are so many cars stolen? Principally because owners are careless and make it very easy for thieves. THE CITY COUNCIL OF THE CITY OF ANAHEIM DOES ORDAIN FOLLOWS: THEREAS, the City Planning Commission of the City of Anaheim and motors duly pass and adopt a resolution declaring its intention to issue the boundaries of the zone zones hereinafter mentioned and described and did fix a time and date holding said publication thereon in the manner and prescribed in Article IX, chapter the Anaheim Municipal Code and county hold and conduct said publishing to consider such proposed range of zone or zones, and did evidence and reports from those interested therein, and undermine a change or changes of as a result of the Resolution No. 1959-59 of the City Plan Commission; and THEREAS, upon receipt of the arti and recommendation of the Planning Commission, the City council did fix the 11th day of November, 1958, as the time, and the nell Chamber in the City Hall of City of Anaheim as the place, for public hearing upon said proposed range or changes of zone, and did notice thereof in the manner and provided in said Article IX, chapter of the Anaheim Municipal Code; THEREAS, at the time and place for said public hearing the city nell did hold and conduct suchoric hearing and did give all pert interested therein an opportunity to be heard and did receiveence and reports, and did thereeconsider the recommendations the City Planning Commission, did thereupon adopt Resolution 1959, finding and determining a change or changes of zone held by Anaheim. USES OF SUBJECT PROPERTY TO A WHEEL ALIGNMENT AND BRAKE ADJUSTMENT SHOP OR TO ANY C-1 USES. 5. That final inspection of the building to be erected on subject property shall not be made until all improvements or engineering requirements have been complied with. SECTION 2. The City Zoning Map shall be, and the same is hereby amended and the property above described shall be excluded from the zone in which it is now situated, and incorporated in and made a part of the zone or zones as above set forth, and said City Zoning Map as amended in hereby adopted and the City Engineer hereby directed to prepare a national zoning map to be added to the City Zoning Map and inserted in the Anaheim Municipal Code showing the changes hereby approved and adopted. SECTION 3. The City Clerk shall certify to the passage of this Ordinance and shall cause the same to be printed once within fifteen (15) days after adoption, in the Anaheim Gazette, a copy of general circulation printed published and circulated in said City, and thirty (30) days from and after its final passage it shall take effect and be in full force.
