District Policy Manual.
Review of the basic philosophy statement is in keeping with a long established Board policy of continuous reevaluation of objectives and philosophy for the schools of the districts.
Equal Opportunity
Dealing with the aims for the individual, the approved statement said, "All human values and achievements are based upon in-
individual convictions and efforts. The slow, the average, and the talented students all must have the opportunity to establish the highest possible personal standard of work and conduct, and all must be encouraged to maximum achievement. The statement goes on to say that cooperation among individuals is required for a smoothly operating society. True liberty for the individual must include freedom to act responsibly by himself, and in competition and through cooperation with others. The school should afford and promote equal opportunity without reference to race, class, or creed."
In considering the school's responsibility, the approved statement of basic philosophy notes that "The wise planning which is necessary to achieve the aims of the schools would be the concern of all—members of the community, governing boards, and school personnel. The primary responsibility of the school is to provide instruction for all by competent teachers. To assist the teachers, adequate facilities and services should be provided. For these ample financial support is necessary."
A Well-Rounded Program
Also considered by the Board and approved for inclusion in the Administrative Regulations for the district was a carefully devised educational program which dealt with the range and scope of the curriculum and the breadth and quality of the offerings.
Having been approved by the Board of Trustees for the coming school year, the statement of basic philosophy and of the educational program will be presented by the director of the college and the high school principals to all new and returning staff members in faculty meetings before the start of the new school year.
The state of Iowa was first claimed by France and Spain. The area was ceded to the United States through the Louisiana Purchase of 1803.

OF COURTS
Every now and then you hear of some court invoking its "inherent powers." For example the other day one court used these powers to dismiss a law suit as "sham, fictitious, and without merit."
A court's "inherent power" involves powers which exist even if not provided for by statute. The legislature often confirms such powers, by expanding or limiting them, or by saying how they may be used.
Our law lists the inherent powers of a court to preserve order, compel obedience to judgments, control its ministerial officers and others, compel witnesses to attend, administer oaths and amend and control its orders.
Every court has inherent powers proper to it. The court handling wills, for example, was held to have inherent power to order an estate restored after it had been distributed under a decree later reversed on appeal.
Among such powers, a court may:
