An early census in 1660 disclosed that New Mexico had 25,000 inhabitants—1,000 Spaniards and 22,000 Pueblo Indians. There also were plenty of Navajo and Apache Indians, but they were not included in the census because they would not slow down long enough to be counted.

The overtime rule establishing rates of overtime and holiday work shall be in accordance with the following: Where a single shift is worked eight hours of continuous employment, except for lunch period shall constitute a day's work beginning on Monday and continuing through Friday each week. When work is required in excess of eight hours in any one day or during interval of time from 5:00 o'clock PM, Friday and 12:00 o'clock midnight Saturday such work shall be paid for at the minimum rate of one and one-half times the basic rate of wages, and on Sundays and holidays such work shall be paid for at the minimum rate of double the base rate of wages, except as otherwise provided in the May, 1956 revision of the A.G.C., B.C.A., H.B.I., E.G.C.A., A.F.L.-CLO., Southern California Master Labor Agreement.
Holidays as herein referred shall be deemed to be New Year Day, Decoration Day, Independence Day, Labor Day, Armistice Day, Thanksgiving Day and Christmas Day. If of the move mentioned holidays other than Labor Day Thanksgiving Day falls on Sunday the following Monday shall be considered a legal holiday.
It shall be mandatory upon the contractor to whom the contract is awarded and upon any subcontractor under him to pay not less than the specified rates of wages to all laborers, workmen and mechanics employed by them in the execution of the contract.

Each bid shall be made out on a form to be obtained at the office of the City Clerk on the City Engineer of the City of Anaheim and shall be accompanied by a certified or cashier's check or bid bond for ten (10%) per cent of the amount of the bid, made payable to the City of Anaheim, and shall be sealed and delivered to the City Clerk at the City Hall of the City of Anaheim before 2:00 o'clock P.M. on the 15th day of January, 1969, at which time sealed proposals will be opened in public by the City Clerk and the City Engineer. Sealed proposals shall be submitted in sealed envelopes and marked in the upper left hand corner "Sealed proposals for construction of THE IMPROVEMENT OF HASTER STREET. JOB NO. 35." together with the name and address of the bidder. The above mentioned check or bond shall be given as a guarantee that the bidder will enter into a contract, if awarded to him, and will be declared forfeited if the successful bidder requests to enter into said contract after being rejected to do so by the City of Anaheim. Such contract shall be entered into within fifteen (15) days after receipt by said contractor of notice of the awarding of the contract unless such time is extended by the City of Anaheim.
Each bid must specify the name and location of the mill, shop, or office of each subcontractor who will perform work or labor or render services to the contractor in or about the construction of the work or improvement and the portion of the work which will be done by each subcontractor. If any bid submitted fails to specify a subcontractor as authorized, the contractor submitting such bid agrees to perform the work himself.
The successful bidder will be required to furnish a faithful performance bond in an amount equal to 100% of the contract price and labor and material bond in an amount equal to 100% of the contract price, paid bonds to be secured from a surety or bonding company satisfactory to the City Council of the City of Anaheim and shall be approved by the City Attorney as to form and sufficiency before acceptance.
Plans and specifications may be obtained from the City Engineer or the City Clerk of the City of Anaheim at the City Hall, Anaheim California for the sum of Five and no/100 ($5.00). Dollars, if picked up at said offices, on the sum of Six and no/100 ($6.00). Dollars if forwarded by mail. The successful bidder will be required to continuously maintain adequate protection of all his work and adjacent property from damage arising out of the performance of the contract and furnish the City public liability insurance in an amount not less than $100,000.00 for injuries including accidental damage in an amount not less than $50,000.00, and public liability insurance to cover expenses used by him whether on or off for injuries to any one person for injuries to any one person for property damage in an amount $10,000.00 for any one accident property damage in an amount $10,000.00. Compensation and other liabilities insurance shall be retained during the life of the tract covering all employees or products. The contractor shall be responsible that all employees or contractors are properly insured. Such insurance shall furnished by companies satisfied to the City and subject to their proval of the City Attorney's form and sufficiency.
The successful bidder and any contractor and contractors emby him in the performance of work or any part of the work or public improvement will be required to use only such manufactures, materials and supplies as been mined or produced in the States, and only such manufactures, materials and supplies have been manufactured in United States substantially all articles, materials and supplies produced or manufactured, as case may be, in the United pursuant to the provisions of 430 to 435, both included in the Government Code of the State California.

Insurance to cover vehicles by him whether on or off the injuries in an amount of $50,000.00 for any one person or injury to any one accident, and property damage in an amount of $100.00. Compensation and employability insurance shall be maintained during the life of the contract covering all employees on the site. Such insurance shall be furnished by companies satisfactory to the City and subject to the appeal of the City Attorney as to its sufficiency.
The successful bidder and any subcontractor and contractors employed him in the performance of said or any part of the work of said improvement will be required use only such manufactured articles, materials and supplies as have been manufactured in the United States substantially all from these materials and supplies mined or manufactured, as the may be, in the United Statesuant to the provisions of Sec. 4320 and 4331 of the Government Code of the State of California, price, fitness and quality being equal, the successful bidder and any subcontractors or contractors employed by him to do any part of the work on the above described public improvement shall be required to prefer supplies grown, manufactured or produced in the State of California.
Each bid shall be accompanied by a Non-collation Affidavit, copies of which may be obtained from the City Clerk.
The successful bidder or bidders shall be required to enter into a contract with the City of Anaheim in the manner and form approved by the City Attorney of the City of Anaheim.
