Utt today issued the following reminder to members of the teaching profession who may be eligible for tax refunds with respect to educational expenses incurred by the teacher in taxable year 1954. "On April 5, 1958, the Treasury Department issued regulations retroactively applicable to taxable 1954 and subsequent taxable years permitting teachers and certain other taxpayers to deduct expenses incurred in furthering their education at accredited institutions of higher learning. Under the new ruling deductible expenses would include tuition, books, and other fees and materials incident to the education as well as travel expenses while away from home. November 3 Deadline "Under the Treasury Department regulation issued April 5, 1958, it was necessary that a taxpayer have his claim for refund filed by April 15, 1958, in order to obtain a refund for taxable year 1954. Recent legislation passed by the Congress extends this refund date to November 3, 1958 so that applications for taxable year 1954 will be accepted by the Internal Revenue Service provided such application for refund is filed by November 3, 1958." CENTER — ANAHEIM Next to Bank of America IBM Machines Reduce Cost and Save Time in County Courthouse Offices Orange County has launched a program to mechanize all government departments. Its ultimate goal is to increase efficiency and economize operational procedures. The Board of Supervisors has hired the firm Booze, Allen and Hamilton to make a six-month survey. It will attempt to develop more effective and economical utilization of IBM machines in the processing of data and paper work throughout the various county departments. Cost of survey is estimated at about $28,000. Use of business machines is expected to cut operational cost, reduce time for processing paper work, improve budgetary procedures, and give a broader control of all operational procedures. At present, County Recorder Ruby McFarland uses IBM machines in processing her department's work. Many other departments, including the auditor, assessor, and others, have used the machines to great advantage. Saving in Recorder's Office The recorder's office of Orange County has the second lowest operating cost per document of any other county recorder's office in the state of California. From the county's inception back in 1889 on up to June of 1946, the recorder's office handled all documents written in long hand. The typewriters were used until Jan. 1, 1953 when IBM machines were installed. Since then, operating costs have decreased each year. Indexing which took about 10 days in 1940, now takes four days and errors are eliminated through the mechanical verification of punched cards. In 1945-46, it took 86.8 per cent of fees collected by the recorder's office to pay the operating costs. After mechanization, the costs dropped to nearly 50 per cent of the fees and has been dropping even more in recent years. This lessening of per unit cost can be attributed partly to increased volume, but the county recorder estimates that without machines she would need 55 persons to handle the current traffic. The present office force is 24. Supervisor William J. Phillips has been the driving force behind this new program. "With the utilization of machines in all departments, we will save a sizable sum of the taxpayers money each year," Phillips said. Anaheim Gazette Theodore B.
