EDITORIALS Continuous Daylight Saving Man and his attempts to tamper with time brings about compound confusions. California, this week, went back to Pacific Standard Time. New York, New Jersey and some other states in the East and Middle West stay on daylight saving time until the end of October. Television programs, train schedules and plane flights are one good mixed up mess. Not only that, California has some of the most wonderful outdoor nights of the year in October. Commuters could, under daylight saving hours, arrive home in time to enjoy a couple of hours relaxation in the patio before the evening meal. Those driving home toward the west were not faced with a glaring sun and the hazards of twilight driving increased as some drivers failed to arrive home before dark. The added daylight hour would be acceptable in California for the entire year. Long winter evenings come soon enough without having them accelerated by the change to Standard Time. Putting the "dark" hours at the beginning of a day is much more safe, from all angles, than adding them to the end of a tired business day. If daylight saving is good for New Yorkers in October, it should be good for Californians also. And, if daylight saving is a smart thing from April to October, why not adopt it in California as permanent? The advantages for daylight saving add up pretty fast and probably run into trouble only with the farmer whose cows and livestock stay quite close to "sun" time. LEGAL NOTICES (Pub. Eight hours must constitute a day's work, it being understood that in the event that workmen are employed less than eight hours per day the per diem wage shall be that fraction of the pre-diem wage herein establish that the number of hours of employment bears to eignt hours. The overtime rule establishing the rates of overtime and housework shall be in accordance with the following: Where a single shift worked, eight hours of continuous employment, except for lunch periods, shall constitute a day's work beginning on Monday and continuing through Friday each week. When work is required in excess of eight hours any one day or during the interval from noon to midnight P.M. Friday and 12 noon o'clock night Saturday, such work shall be paid for at the minimum rate of one and one-half times the basic rate of wages, and on Sundays and holidays such work shall be paid for at the maximum rate of oouse the basic rate of wages, except as otherwise provided in the May, 1956 revision of the A.G.O.B.C., H.B.L., E.G.C.A., A.F.L., N.J., Southern California Master Labor Agreement. Holidays as herein referred to shall be deemed to be New Year's Day, Decoration Day, Independence Day, Labor Day, Armistice Day, Thanksgiving Day and Christmas Day. If any of the above mentioned holidays other than Labor Day and Thanksgiving Day fails on Sunday, the following honday shall be considered a legal holiday. It shall be mandatory upon the contractor to whom the contract is awarded and upon any subcontractor him or they not less than the said specified rates of wages to all laborers, workers and mechanics employed by them in the execution of the contract.
