SAN DIEGO — Jack L. Crawford, son of Mr. and Mrs. A. C. Newford of 7652 Cerritos Ave., Anaheim, is scheduled to commence recruit training Aug. 22 at Marine Corps Recruit Depot, San Diego.
The 11-week course includes instruction in all basic military objects and infantry weapons. Upon completion of training new Marines are assigned to a unit for further infantry training, to one of the many Marine corps schools.
GARMISCH, GERMANY—PFC Paul E. Chambers, son of Mr. and Mrs. Roy I. Chambers, 1274 E. California Pl., Anaheim, recently spent a three-day pass at the Army's recreation center at Garmisch in Germany's Bavarian Alps.
Chambers is fuel and electrical repairman in Company A, 724th Ordnance Battalion in Germany.
The 24-year-old soldier entered the Army in June 1957 and received basic training at Fort Ord. He arrived in Europe last January.
U. S. SEVENTH FLEET — James N. Martin, seaman apprentice, USN, son of Mr. and Mrs. Wayne D. Martin of 1346 Feather St., Anaheim, is serving with Service Squadron Three, a unit of the U. S. Seventh Fleet in the Far East.
The squadron, which includes supply and repair ships, provides support to the Fleet at sea assuring fast-moving striking forces.

ORGINANCE NO. 1671
AN ORDINANCE OF THE CITY OF ANAHEIM ASSEMBLED ARTICLE VII. CHAPTER 2 OF THE ANAHEIM MUNICIPAL CODE BY ADDING THERETO SECTIONS 7200.21, 7200.22, 7200.23 AND 7200.24, RELATING TO CURB-CUTS OR DRIVEWAYS.
THE CITY COUNCIL OF THE CITY OF ANAHEIM DOES ORDAIN AS FOLLOWS:
SECTION 5
That Article VII. Chapter 2 of the Anaheim Municipal Code be, and the same is hereby, amended by adding thereto Sections 7200.21, 7200.22, 7200.23 and 7200.24, reading as follows:
"SECTION 7200.21. CURB-CUTS OR DRIVEWAYS.
"No person shall begin to construct, reconstruct, repair or alter any curb-cut or driveway in the right way of public roads without first obtaining a permit from the City Engineer, as set forth in Section 7200.2.
"SECTION 7200.22. STANDARDS FOR ISSUANCE OF PERMITS.
"The City Engineer shall issue a permit to construct, reconstruct, repair or alter a curb-cut or driveway only under the following conditions:
"(a) The plans for the proposed installation shall have been presented to the City Engineer and conform all standards and specifications as required by the City Engineer.
"(b) The City Engineer shall determine that the installation will not unreasonably interfere with vehicular and pedestrian traffic, the demand and necessity for parking spaces and the means of ingress and egress to sites from the property affected and salient properties.
"(c) The City Engineer shall determine that the health, welfare and safety of the public will not be unreasonably impaired.
"(d) No permit shall be issued by the City Engineer for any curb-cut which exceeds 20 feet in width of effective driveway, and in all cases shall less than 15 feet of roll face curb be allowed between curb-cuts, in any area, unless such permit has previously been approved by the City Council.
"(e) No permit shall be issued in any Single-Family Residential area for the installation of any driveway over 15 feet in width where a single driveway serves an individual lot, nor for over 12 feet in width when two driveways serve an individual lot, and in no case shall more than two driveway installations be allowed in a Single-Family Residential area, to serve one lot."

NOTICE OF PUBLIC HEARING RELATIVE TO PETITION FOR VARIANCE
NOTICE IS HEREIN GIVEN THAT THE CITY PLANNING COMMISSION OF THE CITY OF ANAHEIM will hold PUBLIC HEARINGS in the Council Chambers of the City Hall in the City of Anaheim, on Monday, September 5, 1955, at the board of officers to receive and consider all evidence and reports at these HEARINGS or obtained previously by the Commission relative to the VERIFIED PETITIONS submitted by the Owners of the following described properties:
VARIANCE SUBJECT TO PETITION submitted by SAR CONSTRUCTION, INC., 1570 West Sumac Lane, Anaheim, California, purchasing unor contract, requesting permission to AMEND REALISATION F-565-15 TO ALLOW Z-STORY R-3 BUILDINGS on the property described as A. Harvey Jones That portion of Lot 16 of Anaheim Extension, in the County of Orange, State of California, as shown on a map by William Hamel, and riled for record in the office of the County Recorder of Los Angeles County, discovered as follows: Beginning at a point on land of Vermont Street, 66 feet wide as shown on a survey recorded in Book 18, Page 42, Records of Survey, distant South 74-3414s West 901.44 feet from the intersection of the center lines of Vermont Street and Placentia Avenue as shown on a survey and running Ince South.

"SECTION 7200.22 SUPERVISION.
All operations for which the permit is granted hereunder shall be under the direction and supervision of the City Engineer.
"SECTION 7200.24 ORDER TO AFTER CURB-CUTS OR DRIVEWAYS.
When curb-cut or driveway within the City of Anaheim has been abandoned and is no longer in use and in any case where the use, convenience, and necessity of the public require, the City Engineer shall have authority to order the owner or agent in charge of property adjacent to alter the curb-cut in such manner as he shall find reasonably necessary.
"(a) Notice of Alteration Order.
Whenever the City Engineer shall determine that a curb-cut or driveway has been abandoned, or shall determine that the use, convenience and necessity of the public require an alteration, the City Engineer shall serve a written notice on the owner or agent in charge of the adjacent property and shall post a consular notice on the property notifying the owner or agent in charge that an alteration of the curb-cut is required, and such notice shall specify the time in which the owner or agent shall sample such requirement, which time shall be not less than 20 days from the date of said notice.
"(b) Violation.
If the alteration as required by the City Engineer is not complied with within the time specified in the notice, the owner or agent of the property shall be deemed in violation of this ordinance, and each day that the curb-cut or driveway is maintained without alteration, after the time set forth in the notice, shall constitute a separate and distinct violation of this ordinance.
"(c) Appeal.
Any owner or agent in charge of property who has been notified by the City Engineer to alter a curb-cut may appeal from the order of the City Engineer to the City Council of the City of Anaheim by filing a written notice of appeal specifying the grounds for such appeal with the City Clerk of the City of Anaheim within 10 days after the notice of alteration order has been served on such person as after property has been posted. No appeal shall be heard by the City Council unless the notice of appeal is filed within the time specified, provided, however, the City Council may request a review on its own motion. Where an appeal has been受理 above set forth, or a review has been requested by the City Council no party shall be deemed in violation of this ordinance until..."

IN the City of Anaheim by filing written notice of appeal specifying the grounds for such appeal with the City Clerk of the City of Anaheim within 10 days after the notice of alteration order has been served on such person or after property has been posted. No appeal shall be heard by the City Council unless the notice of appeal is within the time herein specified, provided however, the City Council may request a review on its own motion. Where an appeal has been filed as hereinabove set forth, or a review has been requested by the City Council, no party shall be deemed in violation of this ordinance until such time as the City Council has determined the objection and the owner or agent is allowed a reasonable time thereafter to comply with such alteration order.
If any section, subsection, sentence, clause, phrase, or portion of this ordinance is for any reason held to be invalid or unconstitutional by the decision of any court of competent jurisdiction, such decision shall not affect the validity of the remaining portions of this ordinance. The City Council of the City of Anaheim hereby declares that it would have adopted this ordinance and each section, subsection, sentence, clause, phrase or portion thereof, irrespective of the fact that any one or more sections, subsections, clauses, phrases, or portions be declared invalid or unconstitutional.
SECTION 2.
This ordinance is hereby declared to be an urgency ordinance and its enactment as an urgency ordinance is necessary for the protection of the public welfare and harmonious operation of the City of Anaheim, and it shall take effect immediately upon its final passage. The facts constituting such urgency are as follows:
Uncontrolled curb-cuts or driveways in the right of way of the public streets in the City of Anaheim create a serious danger to the health, welfare and safety of the public, and it is essential for the health, welfare and safety of the public that all curb-cuts or driveways be immediately regulated and controlled as hereinabove set forth.
SECTION 3.
The City Clerk shall certify to the possessor Ula ordinance and shall cause that he published once within fifteen (15) days after its adoption in the Anaheim Gazette, newspaper of general circulation, printed, published and circulated in said City, and immediately upon and after its final passage it shall take effect and be for final force.
THE FOREGOING ORDINANCE is approved and signed by me this 19th day of August, 1958.

ANNAPOLIS, Md.—Enrolled as a midshipman of the Fourth (freshman) Class at the U. S. Naval Academy at Annapolis, Md., is Ward L. Winter, son of Mr. and Mrs. Roland L. Winter of 9211 Eola Dr., Anaheim.
Winter graduated from the Senior High School at Grand Island, Nebraska. He entered the Academy on a Secretary of the Navy appointment, and was sworn in as a midshipman on June 30.
