UTT In reading this report you must realize that it was written a week in advance of its release. A week's delay in these fast-moving times can make a report somewhat distorted, but basic principles should still be the same. I have had a great deal of correspondence from the District with reference to our position in the Middle-East with special emphasis on our military activity in Lebanon. I voted against the Eisenhower Mid-East Doctrine two years ago, mainly because I felt President had necessary authority to use the armed forces anywhere in the world to protect American life and property. His decision to send the Marines to Lebanon fell within this authority regardless of the Eisenhower Mid-East Doctrine. It was a toturtuous decision to make, but the Presidency would then be considered by the United Arab Republic as territorial waters and not as high seas. This would immobilize the British, French, and American fleets between the Far East and the West. Either we have to have a showdown, or surrender by appeasement and withdraw to continental United States. I would personally prefer that my sons and my grandsons should wear a uniform in defense of human freedom than to wear the chains of communist slavery. Force is only thing of which the communists are afraid, and I believe that our indicated intention to oppose appeasement is the safest move. I do not believe that a world war will be started by this action. The public advocacy of Nasser that King Hussein should be assassinated is, to say the least, barbaric. Russia could have prevented the landing of our Marines, or could have wiped out every Marine, with their own land armies which are stationed within 150 miles of the area, except for the fact that they were afraid of massive retaliation at a time when there is considerable trouble within the Kremlin itself. I am much more concerned over the possibility of Red China striking at South Korea, Formosa, and South Viet-Nam, with the aid of a goodly portion of the Russian fleet, immobilizing our own Pacific fleet in that area, than I am over the Mid-East crisis. I believe the forthcoming election in Lebanon will go far to resolve the problem there. Khrushchev would not be anxious for a high-level conference if they had any intention of starting an all-out war. I believe it is an unwise move to bring Khrushchev to this country for such a conference, especially since he is setting the date, making up the guest list, selecting the program, choosing the menu and picking out the music.
