Washington REPORT By Your Congressman JAMES B. UTT President Elsusbower followed his State of the Union and budget messages with a series of recommendations contained in four separate messages. The first of these was on education, providing for the expenditure of about $800,000,000 a year for five years, for scholarships in scientific fields. It is my feeling that this may turn into a political boondoggle, as I think there are sufficient scholarships available through foundations and large corporations to fill the present and future need. I also doubt whether there are enough qualified students coming out of our primary and secondary schools to absorb these scholarships. Higher education must rest upon the soundness of primary and secondary training, which, over the past 30 years, has been geared more to social studies, group dynamics, and so-called progressive education. This has left the scientific field somewhat short of qualified students. I say this because last year out of some 30 high school graduates who took the examination for entrance into the Naval, Military and Air Force Academies from my district, not one of them made a 70% passing grade, some of them falling as low as a 50% average, with grades of 5, 10, and 15 in algebra. I believe that we must curtail the elective subjects of the students and increase the required subjects of mathematics, chemistry, History and one foreign language such as can history. The Farm Program The second message was on the agriculture program, which was a program designed to reduce surpluses and return to a free market in agriculture. I doubt if much or any of the Administration's program will be adopted because the farm groups and farm organizations cannot agree on any substitute program, but are 100% united in opposition to Secretary Benson's program. This can lead to nothing but a stalemate. Our agricultural surpluses are down one billion dollars from last year. Although the Treasury received less than $600,000,000 for the disposed surplus, leaving a $400,000,000 gap, plus storage and handling charges. Abuses by Labor Leaders The third message covered the Taft-Hartley Labor Relations Act, and set forth several concrete recommendations which, if adopted by Congress, and I hope they will be, should eliminate a great deal of abuse by labor union leaders as well as by some employers who, in collusion with labor leaders, do not act in the best interest of the workers. The President also recommended strict limitations against secondary boycotts. The fourth message recommended a five-year extension of the reciprocal trade agreements. This legislation will not receive favorable consideration unless the Administration permits Congress to write into the law essential safeguards against the complete destruction of certain industries in our country because of too heavy imports of various items such as tuna, plywood, cotton fabrics, and certain minerals. I will discuss these individual recommendations later, as they come before our committees.
