Washington REPORT By Your Congressman JAMES B. UTT This is the first report which I have made from Washington during the second session of the 85th Congress, so it might be well to report a safe arrival after a transcontinental trip by automobile. This round trip by automobile presents a greater hazard in the life of a Congressman than an occasional uprising by Puerto Rican patriots. I delayed making this first report until after the third week for two reasons: (1) I thought it would be well to let the smoke created by the volume of reports issued by the various wire services to settle, (2) we have operated for three solid weeks under flags on all capital buildings flying at half-mast, so that important legislative progress was retarded. There have been four deaths of congressmen and senators during the first three weeks of the session. On the day these deaths occur no business is transactions, and the next session is generally followed by extensive etiquettes which preclude the transaction of business. However, today was the first recorded vote of the congress, and it occurred on the resolution to increase the national debt limit from 275 billion to 280 billion dollars. There were only 71 votes against this, of which mine was one. The interest on the national debt is exactly equal to the total income taxes which will be paid by California.
