California's 5,700,000 registered voters may not fully approve the fact, but they are doubly represented in Sacramento, on their duly elected Legislature and again by the more than legally registered "legislative vocates" who are paid to attend various special interests. Voters complain that such cites frequently oppose legislation for the welfare of the age citizen, but those who do look the obvious fact that technically every voter is affixed with at least one organ which does represent his interests in some matter, which maintains paid advocacy at the Capitol. Since 1949, our State has a law which requires all lists to register with both of the Legislature, name for whom they work, and detailed monthly reports on ceilings and expenditures. Enforcement of this law to regulate the influencing of legislation is left to the two houses of the Legislature, and both have established standing committees to grant certificates of registration after investigation of applicants, to suspend or revoke registrations for good cause, and to report violations to prosecuting authorities. Fines or months of imprisonment may be imposed for willful violations of the reporting provision. Conviction by court carries with it a three year prohibition against any further loooying activity. No actions have yet been brought under the law. An important feature of the law is the "Code of Ethics" for legislative advocates which is specifically written into it. Failure to carry out any of the ten requirement imposed by it is cause for suspension or revocation of registration. Among other things, an advocate must not (1) place legislators under personal obligation; (2) deceive legislators as to material facts on legislation; (3) create a false impression of public opinion on legislation by use of names without permission or fictitious names; and (4) represent that he can control votes or action on legislation. Legislation affecting the lives, health and welfare of more than 14 million people cannot be properly or equitably enacted unless legislators responsible for the work have full access to all facts involved. Our current economy is so complex that no body of lawmakers can learn all the facts necessary for adequate appraisal of proposed law without the help of the groups or interests most affected.
