Watch for School Kids, Warns H.P.
School time calls for extra caution by motorists and attention to the traffic laws pertaining to school zones, warns the California Highway Patrol.
"Once again the shouting and running of boys and girls going to or from school will fill the air five days each week," stated Patrol Commissioner B. R. Caldwell.
"Many of these youngsters will be attending school for the first time or going to a new school.
"Either way, with new surroundings they are quite apt to make mistakes such as dashing across the street without looking or slipping out from behind a parked car," Caldwell reminded.
"Only utmost caution and strict adherence to the traffic laws will help you avoid striking a school child with your car."
"The new speed law, which became effective Sept. 11, permits a top limit of 25 miles per hour when passing a school building or the grounds thereof while children are going to or leaving school during opening and closing hours or the noon recess period," he said. "The 25-mile limit also applies when passing school grounds which are not separated by a fence, gate or other physical barrier while such grounds are occupied by children."

Employed Oldsters Should Check on Social Security
"Our latest local figures show that the great majority of full-time workers retire because they are in ill health or because they have lost their jobs. Few people in Orange County are retiring from full-time work just to collect social security payments." Ralph A. Dillman, district manager of the Santa Ana social security office said today.
Under the Social Security Act, persons who continue working and earning over $1200 per year are not eligible to receive their full social security benefits. Since in almost every case a person's income is sharply reduced when he retires, social security benefits were designed to partially replace this lost income. When the law was passed, it was thought better to pay more adequate benefits to those whose working days were over than to spread the money thinner by also paying benefits to men over 65, or to women over 62, who were still working and who had suffered no substantial loss of income.
Dillman reminded those who intend to work part time after applying for old-age insurance benefits to get full information at their nearest social security office as to how their earnings might affect their benefits. "The retirement test is part of the basic philosophy of social insurance" Dillman concluded, "as it not only prevents excessive drains on the old-age and survivors' insurance trust fund but also serves to guarantee that those most likely to need some replacement of lost income receive it."
ONION (SOUBISE) SAUCE
Cover 1 cup finely chopped onion with 1 cup boiling water. Let stand 3 minutes; drain. All onions to 1 tablespoon butter in a saucepan and cook slowly until soft. Add 1 cup White Sauce and cook slowly 15 minutes. Stir in ½ cup heavy cream and heat just to boiling. Makes 1½ cups.
CHEESE (MORNAY) SAUCE
Combine 2 egg yolks, slightly beaten, with 2 tablespoons cream. Stir in 2 cups hot White Sauce. Cook, stirring constantly, over low heat just until mixture boils. Stir in 2 tablespoons grated Parmesan cheese. Makes about 2½ cups.
