Add peanut butter and mix well. Beat eggs until light Fill centers with raisins. Combine remaining ingredients, except peanuts, water and orange juice. Mix until crumbly, add peanuts, and sprinkle over apples. Pour water and orange juice around apples. Bake in 375 degree oven about 1 hour, basting every 15 minutes. Peanuts may be toasted by placing apples under the broiler the last 3 to 5 minutes of baking. Serve with cream if desired.
