Illegal to Transfer Vehicle Involved In Accident: HP State Motor Vehicles Director Paul Mason today cautioned that a new urgency law signed Monday by Governor Goodwin J. Knight makes it illegal for a registered owner to transfer his interest in any vehicle which has been involved in a reportable accident until certain financial responsibility requirements are met. (A reportable accident is one in which death or injury has been caused, or where there is property damage of $100 or more, and must be reported to the Department of Motor Vehicles in Sacramento.) The new act, introduced by Senator Earl Desmond of Sacramento as an amendment to the vehicle financial responsibility law, and passed by the Legislature in January, does not affect the right of a legal owner to take possession of the involved vehicle and to transfer registration, Mason said. Prior to passage of the emergency amendment, a registered owner could sell the vehicle any time within 76 days after the accident report was filed. Under the new amendments it will be a misdemeanor for him to do so.
