LAW IN ACTION FREEDOM AND LAW Some systems of man-made law regulate everything one does, not only those things that belong property minding your own business—doing well what you're supposed to do, and not meddling in others' affairs. For the positive law, too. LAW IN ACTION FREEDOM AND LAW Some systems of man-made law regulate everything one does, not only those things that belong properly to law, but also others that belong to morals, to religion, to good taste and prudence—even to etiquette. But in the past our law has tried hard properly to draw the line between things (1) men may do as they choose—room for freedom, and (2) things men must do in certain ways—the channels of legal duty. Of old, the Stoics called law right reason from the Supreme Diety to mankind. It commanded men to do good and avoid evil. Men stated this idea of law over and over until it landed long ago in Blackstone's Commentaries and crossed the Atlantic to America. But even so, the Stoics knew some things which were neither good nor bad, but neutral. You could shine your shoes or not, or even go barefooted, for all they cared legally. Our law sets out duties, both negative (for instance not to harm others) and affirmative (for instance, to educate our children). But it deals in many situations also with rights of people not to have the law on them, for example, to speak and worship as they please. Plato saw justice as a kind of minding your own business—doing well what you're supposed to do, and not meddling in others' affairs. For the positive law, too, there is an outer limit. If law ordered your life in detail, how could personality, character, or mind develop? Business, the police state not only has to have thought-police to police the people, but police to police the thought-police. Like other arts, the art of justice needs men and women with freedom to use their judgment, even to make mistakes; and it encourages us to use that reason which the legal philosophers of old believed men got from heaven. Hence beyond our need for reasonable security and order, our lawmakers have resisted the temptation to multiply legal duties. Our Bill of Rights, at least, flatly denies the right of lawmakers to put certain duties upon us. Note: California lawyers offer this column for you to know about our laws. Luscious Peach Cobbler For Dieters Orange County to Get $152,921 in Highway Users Taxes Robert C. Kirkwood, State Controller, today informed the Orange County Road Commissioner, that Orange County will receive $152,921.77 as its share of the $5,813,762 in highway users taxes apportioned to the counties in July. Net highway users taxes in the month of June amounted to $24,026,894 and were apportioned in July as follows: state highway fund for cities, $2,329,688; counties, $5,813,762; and state highway fund for highways, $15,883,444. The total apportionment is decrease of $63,502,848, or 72 percent, under the distribution for the preceding month. Gross gasoline tax collection for the month of June amounted to $23,395,988. Use fuel tax collections for Ju-totaled $1,507,135, which was an increase of $255,681, or 20.43 percent, over collections for the preceding month, and an increase of $422,477, or 38.95 percent, on collections for the same month last year. Refunds for non-highway users were down $7,652, or 49 percent from the preceding month. Stephen J. Teliska Passes on Monday Stephen J. Teliska, 13 years old son of Mr. and Mrs. Stephen Teliska of 18281 Peralta H Road, Orange, passed away at family home last Monday. He was born in New York and had lived in Anaheim since 1947, moving to the Canyon home eight months ago. He was a member of His Family Catholic Church Orange. Surviving other than his parents are two brothers, Michaela Paul, both at home. During this fresh peach season, wouldn't you like to be given a reprieve from dieting! Unnecessary calories have been lopped off without sacrificing even a little of the eating pleasure. In fact, this streamlined recipe saves you 129 calories per serving from the original recipe. Calorie-Saving Peach Cobbler 6 medium peaches (1½ lbs.) 1 cup sifted flour 3 tablespoons water 1¼ teaspoons baking powder 1 tablespoon lemon juice ¼ teaspoon salt 1 tablespoon Sucaryl solution 2 tablespoons butter or 24 tablets, crushed 3 tablespoons skim milk 1 tablespoon tapioca 1 egg, heated ¼ teaspoon cinnamon 1 teaspoon Sucaryl solution ¼ teaspoon nutmeg or 8 tablets, crushed Set oven at 450°F. Pare peaches, cut in half, and remove pits. Place peach halves in a 1-quart greased caserole. Combine the water, lemon juice, Sucaryl, tapioca, cinnamon and nutmeg; blend well. Pour over the fruit. Sift together the flour, baking powder and salt into a small mixer bowl. Blend in butter until of the consistency of cornmeal. Combine milk, egg and Sucaryl, and add to the flour mixture all at once. Blend only until all of the flour is mixed in. Spoon by table-spoonfuls over the top of the fruit. Bake in a hot oven (450°F) for 15 minutes. Reduce heat to moderate (350°F) and bake 30 minutes longer. Makes 6 servings. Each serving contains: 167 CALORIES; 27 grams protein; 4.9 grams fat; 25 grams carbohydrate. If made with sugar each serving would contain 296 CALORIES. County Legal Secretaries Plan Busy Month of Aug. August is a busy month for the members of the Orange County Legal Secretaries Association. Sunday, Aug. 12th, they attended, with their families, the Command Performance of Living Masterpieces at the Laguna Beach Festival of Arts. Ann Whitener, Governor of the Orange County Association, will attend the first quarterly Board of Governors meeting of Legal Secretaries, Inc., hosted by the Long Beach Association on Saturday and Sunday, Aug. 18 and 19 at the Lafayette Hotel in Long Beach, Jean Hecker of the Los Angeles Association, president, presiding. A dinner meeting is to be held August 30 at the Villa Marina at Newport Beach where new members will be initiated, coming events announced and a report on the recent convention of the National Association of Legal Secretaries held in Fort Worth, Tex. 30 EMPLOYERS JOIN KWIKSET SERVICE CLUBS Thirty employees of Kwikset Locks, Inc., have joined the Anaheim firm's service clubs in the past three months, it was announced today by Walter Miller, Director of Industrial Relations. Frederick Benke and Phillip McGraw have been named as coordinators of the group which is scheduled to begin meeting October 3. Benke and McGraw will attend a reception for new leaders Sunday, Aug. 19, at the home of Dr. Paul S. Smith, president of Whittier College. The reception will serve as the opening of an extensive leadership training program during the next month in preparation for the fall program. The program in Anaheim is the first one to be offered in the community through the Center in Whittier and is one of 31 programs that are being offered in ten different communities this fall. Norman S. Doyen Claimed by Death Norman Sidney Doyen, 53 years of age, a native of Massachusetts, coming to California in 1930, residing in southern California for 14 years, died unexpectedly early Saturday morning at the family home, 14723 S. Deauville St., Norwalk, Fla. Our Servicemen Pyt. Richard L. Colwell, son Mrs. Mary A. Nahlen, 2524 Gleaf Ave., Anaheim, received graduated from the summer handling course at the Quailmaster School, Fort Lee, Va.; the eight-week course, Co. was trained to load and unsupplies and equipment; operate materials - hand equipment and to assist the receipt, storage, is sale and salvage of technical general materials. The 23-old soldier entered the Army March of this year and comp basic training at Fort Ord. Sergeant First Class W.G. Fee, son of Mrs. Mable Fee, N. Clementine St., Anaheim cently was assigned to theater Reed Army Medical Center in Washington, D.C. Sergeant Fee, a laboratory technician the center, entered the Army 1949. Nell Bell Steuerwald, Former Anaheimer, Dies in Los Angeles Mrs. Nell Bell Steuerwald, a former resident of Anaheim, passed away early last Tuesday at the Los Angeles County General Hospital after an extended illness. She was a native of Canada, born there 81 years ago and moved from Anaheim to Los Angeles four years ago, the family home being at 1431% Alvarado Terrace. While residing in Anaheim, the late Mr. Steuerwald owned and operated a jewelry store on East Center Street, and Miss Frances Steuerwald, the daughter, operated a card and gift shop. Only survivor is the daughter, Miss Frances C. Steuerwald of Los Angeles. The funeral service will be conducted by a member of the Christian Science Church from the chapel of Hilgenfeld Mortuary today, Thursday, at 10 a.m. Interment will follow in the family plot in Melrose Abbey cemetery. Philharmonic Group In Concert Aug. 19 Both symphonic selections and operatic gigs will be featured when the Orange County Philharmonic Society Orchestra opens the 1956-57 concert season in Irvine Bowl, Laguna, on Sunday evening, Aug. 19, at 8:30. Frieda Bellinfante, permanent conductor of the orchestra, announced today that the Franck "D-Minor Symphony" will be first on the program. Following the intermission the orchestra will play the "Freischutz Overture" by Weber. The "Flower Aria from Carmen," by Bizet and the "Aria from the 3rd Act of Tosca," by Puccini, will be sung by operatic tenor, Chris Lachona. "D.vertimento" by Jacques Ibert will close the evening's program. All Orange County Philharmonic Society concerts are open to the public, free of charge.
