Kuchel Proposes Amendment to Social Security Act Senator Thomas H. Kuchel of California has joined a group in Congress proposing amendment of the Social Security Act so that recipients of Old Age Assistance in California will enjoy an increase in their monthly benefits. A boost of several dollars for a large number of the more than 260,000 individuals getting Old Age Assistance in California would be made possible by enactment of the legislation, introduced by Senator Russell Long of Louisiana with Kuchel as one of the more than 40 other co-sponsors. The increase would be brought about by a change in the formula governing Federal contributions and a requirement that states must pass along to pensioners the resulting rise in the amounts they receive from the Federal Government. Under the proposed new system, the Federal contribution would be $25 of the first $30 instead of only $20 of the first $25 and the Federal Government then would match equally all additional amounts by states up to a total of $65. The present ceiling is $55. With the largest number of persons of all the states receiving Old Age Assistance, California would be entitled to the biggest increase in Federal contributions toward the support of our senior citizens," Kuchel stated. "The more liberal formula would allow California to receive $23,442,405 annually. Depending on circumstances of individual cases, this will mean additional income of up to $7.50 per month for a good many of our people on the OAA rolls." The legislation would require states to maintain at least as great an average contribution as elderly citizens received during 1955. In the case of Californians, average monthly payments as of last September were $65.35, the eighth highest figure in the nation. California's aggregate state and local payments for pensions in 1954 were $117,300,000, by far the largest sum credited to any state. Federal contributions to the state likewise were the highest, $107,-800,000. 1955 State Income Tax Forms in Mail California state taxpayers have been alerted by Robert C. Kirkwood, chairman of the Franchise Tax Board, that 1955 state income tax returns have been mailed to everyone who filed a state return last year. "We're expecting about 3,400,-000 returns to be filed this year," Kirkwood declared. "That is a jump of about 11 per cent over last year. The Tax Board Chairman said that anyone required to file an income tax return who did not receive a blank in the mail should request one from the local office of the Franchise Tax Board, or should write to 1020 N Street, Sacramento. "State income tax returns must be filed by all single individuals who earned $2,000 or more last year, and by all married couples whose earnings were $3,500 or more", Kirkwood said. "Returns are due by April 15. But because that date falls on Sunday this year, 1955 returns will not be delinquent if they are filed or postmarked on or before midnight of Monday, April 16." Kirkwood stated the Franchise Tax Board maintains branch offices throughout the state where taxpayers may obtain free help with their returns. Anyone needing help with this state income tax return should call at a local office of the board. The nearest local office is located at Room 206, State Building, First and Broadway, Los Angeles. She stated the increase for the industry as a whole, including GM, amounted to 58.2 per cent. Curtice also noted that customer preference gave General Motors 50.6 per cent of the California new car market in 1953, compared with 49.3 per cent in 1954. He pointed out that sales of new General Motors cars in California have increased each year since GM began bringing its Motorama to the state in 1953. Reiterating his long-term support for better highways, Curtice told the newsmen he solidly endorsed the basic concepts of two bills currently before Congress dealing with highway construction. "Every member of Congress should support the basic concepts of the Fallon and Bogas Bills providing implementing legislation for President Elsenhower's Highway Program," he declared. "It is important to every segment of the economy that the President's Highway Program get underway at the earliest possible date." "A nation so dependent upon the efficient operation of motor vehicles must have a highway system that meets the domestic public safety, economic expo- and national security." "The President's road-breaking program represents the first thinking and leadership needed. The need for better ways continues to be one most pressing domestic priority." Present roads are deteriorated due to an economic loss of five dollars a year. "Surely solution of the problem on the part of Congress would benefit every segment of our economy." The activities which will earn points are membership acquisition, safety, health, public relations, international interests, etc. Mrs. Vangelia Rainey, legislative chairman, read a National Affairs Newsletter which stated that the U.S. Senate is now considering S. 3183, Agricultural Act of 1956, which in its current form provides for a return to rigid, mandatory high price supports on "so called" basic commodities. Last year the House passed HR 12 which provided for rigid high price supports. Should the Senate adopt S. 3183 we will again have All five GM passenger car divisions—Chevrolet, Pontiac, Oldsmobile, Buick and Cadillac—scored substantial gains in 1955 California new car sales. The increases ranged up to 117.4 per cent for Pontiac and 91 per cent for Buick. For the rest of the automotive industry, the 1955 California new car registration total was 327,915, compared with 220,425 in 1954, an increase of 48.8 per cent. The in-federal law which undoubtedly has been largely responsible for the accumulation of huge surpluses now depressing agricultural prices. Since Farm Bureau stands for the flexible price support system, which is a step in the right direction in correcting the surplus situation, we are urged to write Senators Knowland and Kuchel, expressing our views with respect to the reenactment of rigid mandatory high price supports. Kwikset Selects Representatives To Club "Speakoffs" Pat Patterson and Phyllis Harrison have been selected as the representatives of the Kwikset Toastmistress clubs to represent their groups at area "speakoffs" this month. Patterson's speech, in competition with other leading speakers of the club, concerned America's role as the leader of the western nations in the cold ware with Russia. He will represent the club at the Founder's District Speakoff in Garedh Grove, March 24.
