"During November and December, there were 2,187 pedestrian accidents in California, resulting in death to 157 persons and injuries to 2,022," said Commissioner B. R. Caldwell. "This is partially due to the additional number of pedestrians on streets during the evening shopping hours; and wearing dark clothing during the fall and winter months," Commissioner Caldwell added. The primary pedestrian actions causing accidents are "crossing street, not at an intersection; crossing at intersection, no signal; and walking in roadway."
