Earthquake Study Asked by Kuchel
U.S. Senator Thomas H. Kuchel of California has started a drive to obtain more money next year for studies of the effects of earthquakes on buildings of all kinds.
After going into the matter of collecting data needed by engineers and builders with Federal officials, Kuchel recently wrote Commerce Secretary Weeks that he feels a more active investiga-tion program should be carried on by the U. S. Coast and Geodetic Survey. The Senator followed up by urging the Budget Bureau to give favorable consideration to requests for more Federal money in the 1857 budget, to be sent to Congress next January, for such work.
Several engineering groups in California informed Kuchel that, as the result of retrenchment by various government agencies, engineering-seismology work started in the 1930's has been cut back so that the Los Angeles office of the survey is closed and the work is being done by only four men.
Secretary Weeks early last month told the Senator that Coast and Geodetic Survey officials be lieve" the work is important enough to justify greater effort and agreed that much more scientific data is needed to make possible design and construction of buildings which will be near earthquake proof. He noted the lack ability to predict time and place of earthquake occurrences and the complex nature of such shock Really significant recordings have

Survey is closed and the work done by only four men. Weeks early last week the Senator that Coastal Meteorological Survey officials beheld the work is important to justify greater effort agreed that much more scientific data is needed to make the design and construction buildings which will be nearer to earthquake occurrences and the ex nature of such shocks. Significant recordings have been obtained from only a few earthquakes, he said.

will continue at an appalling rate and the increasing traffic congestion will threaten national prosperity and national safety, because Congress went home without carrying out President Eisenhower's recommendation, the California Senator told the Senate after the House of Representatives killed all legislation designed to step up the construction of interstate routes.
Kuchel's remarks touched off a new debate in which several Senators voiced hope that a roads bill can be revived next January.
A vigorous Federal program to help the states and modernize the Interstate highway system is imperative for many reasons, Kuchel.
