Unless otherwise separately classified foremen for carpenters, cement finishers, equipment operators, and operating engineers, laborers and truck drivers, shall be paid not less than ten per day more than the piem rate indicated by the highest classification over which the foreman has supervision, and all other foremen not separately classified shall be paid not less than $1.00 per day more than the per diem rate as above indicated of the highest classification over which such foremen have supervision. Provided that one and one-half time the salid prevailing rate of wage shall be paid not less than ten per day more than the piem rate indicated by the highest classification over which such foremen have supervision. It shall be mandatory upon the contractor to whom the contract is awarded, and upon any subcontractor under him, to pay not less than the specified rates to all laborers, workers and machines employed by them in the execution of the contract.
